Ministry of Defense proposes to amend military uniforms

The Ministry of Defense believes that the current uniform model for male soldiers is not yet formal, and for female soldiers it is too restrictive and not suitable for the task.

Submitting to the Government a draft Decree amending and supplementing a number of regulations on military insignia, ranks, badges and uniforms of the Vietnam People's Army, the Ministry of National Defense said that the current K08 uniform shows some limitations in terms of color, style and material.

The K08 uniform is basically the same as the regular military uniform, especially the winter uniform for colonels and lieutenants, which is not clearly distinguishable. The men's summer uniform is designed with short sleeves and a deep open collar, so when worn to attend ceremonies, events and perform foreign defense missions, it does not ensure politeness and formality.

The female summer dress uniform uses skirts and high-necked gaiters, creating a feeling of restraint and is not convenient for daily use, participating in events and practicing military command movements. In addition, female officers and professional soldiers wearing soft hats is not consistent between male and female officers and professional soldiers in the army.

To overcome this, the Ministry of National Defense has directed the design and testing of a new K24 uniform model. The new model retains the same color, ensuring the tradition of the army, facilitating procurement, production, and saving the budget.

The new uniform uses long-sleeved shirts and long pants for men (no short-sleeved shirts). Female officers and professional soldiers use long pants and shoes instead of skirts and high-necked gaiters. The new uniforms all have kepi hats to ensure uniformity in wear, create confidence, and convenience in use and practice of troop command movements.

In addition, the K24 formal dress adjusts the design of the hidden pocket, adds the logo and sleeve border, making it more prominent and luxurious than the old model.

The new formal wear fabric still uses woolen Gabardin but has been improved to increase durability, anti-wrinkle, anti-crease, and keep shape and color when worn. The white inner shirt uses fabric woven from soft, cool bamboo fiber, limiting wrinkles, creases, and yellowing.

According to the Ministry of National Defense, the budget for the first mass production and purchase of K24 uniforms for officers and professional soldiers in the entire army is about 1,800 billion VND. Of which, more than 320 billion VND has been allocated in the 2024 budget estimate for regular military uniforms. The total remaining budget for K24 uniforms in the 2024-2027 period is 1,484 billion VND.

Ensuring that the K24 uniform uses the regular state budget for national defense in 2024 and balances and ensures military uniform standards for subjects in the regularly allocated annual budget. "Thus, the K24 uniform replacing the K08 does not affect the state budget," the Ministry of National Defense reported.

Also in this draft decree, the Ministry of National Defense proposed adding a 41 mm diameter military insignia attached to the kepi hats of general officers; removing the 28 mm diameter military insignia attached to the double pine branches attached to the soft hats of female officers and professional soldiers.

The K08 uniform model currently used in the Vietnam People's Army is implemented according to Decree No. 82/2017 and Decree No. 61/2019. The uniform is used in ceremonies and events organized by the State, the Ministry of National Defense, and localities; conferences to celebrate achievements, Party congresses, congresses of mass organizations; receiving international delegations, Party and State leaders according to military protocol.
