Ministry of Agriculture and Environment implements breakthrough plan in science and technology

The decision of the Ministry of Agriculture and Environment focuses on building modern digital infrastructure, meeting the requirements of Resolution 57-NQ/TW, Resolution 193/2025/QH15 of the National Assembly and Resolution 03/NQ-CP of the Government.

Agencies and units must supplement job position criteria, ensuring that at least 25% of leaders have expertise and experience in science and technology, in order to improve management capacity and implement technology projects. One of the key tasks is to build a specialized information page on science and technology development, innovation and digital transformation.

The Ministry of Agriculture and Rural Development also aims to develop a shared digital platform, interconnected with national digital platforms. The Department of Organization and Personnel shall take the lead in advising on the review and promulgation of regulations on the responsibilities of the heads directly in charge of and directing the development of science and technology; and in perfecting and arranging the organizational structure of science and technology organizations to ensure effective, efficient and autonomous operations.

The Department of Planning and Finance is responsible for advising on the balancing and arrangement of funding sources to ensure the implementation of science and technology development tasks; proposing, developing and promulgating specific mechanisms on investment, public investment, and commercialization of research products; proposing mechanisms and policies on investment, finance, and management of assets formed from science and technology tasks.

The Department of International Cooperation coordinates with the Department of Science and Technology to advise on strengthening international cooperation in science, technology development, innovation and digital transformation.
