The Ministry of Transport has just issued a notice of the conclusion of Deputy Minister Nguyen Duy Lam at the site inspection of the North-South expressway project, Chi Thanh - Van Phong section.

According to the leader of the Ministry of Transport, although the construction process still encountered many difficulties in site clearance, relocation of technical infrastructure works, and new sources of embankment materials were provided during the period from April 2024 to July 2024, Project Management Board 7 (investor) and contractors and consultants have made efforts to improve progress during the period from May 2024 to present.

However, according to the assessment, the construction organization at the project site still does not meet the requirements, especially for the XL02 package constructing the section Km 24+000 - Km 48+052.

To ensure the project is completed in September 2025, the Ministry of Transport requests the People's Committee of Phu Yen province to direct relevant localities, agencies and units to speed up the relocation of technical infrastructure works, and complete all site clearance work in September 2024.

Project Management Board 7 presided over and, together with contractors, proactively worked with the People's Committee of Phu Yen province and relevant agencies and units to review and adjust the confirmation of area, volume, capacity and mineral exploitation plan to take advantage of the volume of rock mixed in the soil at the mines that have been granted exploitation rights to the project (Hoc Thuan, Cay Tra) to build roadbeds, speed up the exploitation progress of the mines, meet the exploitation capacity and material needs of the project.

The investor also needs to direct the contractor and supervision consultant to review the demand for various types of soil and rock materials, the ability to coordinate and utilize materials from the excavation site to have a support plan between units in the production of construction materials.

For the remaining demand, investors and contractors should proactively work with relevant local agencies and mine owners operating in the area to supplement the supply of earth filling materials, increase the capacity of the quarry to ensure demand and meet construction progress," the Deputy Minister of Transport directed.

Research on solutions to shorten loading time for weak ground treatment

Regarding construction organization, Project Management Board 7 is assigned to direct contractors and consultants to re-establish the overall construction schedule and detailed construction schedule in accordance with actual conditions of site, materials, weather, along with human resource needs, construction machinery and equipment, and financial resources to organize construction in "3 shifts, 4 teams".

For sections that do not require weak ground treatment, the contractor must speed up the construction progress and complete the items of residential underpasses, drainage culverts, roadbeds, slope reinforcement, traffic safety systems, service roads, and organize the implementation of rolling construction of foundation structures and road surfaces to ensure uniformity and continuity along the entire route to complete the entire route by April 30, 2025.

"Relevant entities must study solutions to organize the construction of Tuy An tunnel in accordance with the tunnel's geological conditions, strictly control progress and quality, ensure absolute safety during construction, and complete and put it into operation before September 30, 2025," the document stated.

For sections requiring weak ground treatment, the leaders of the Ministry of Transport requested investors, contractors, and consultants to review design documents to find solutions to shorten the loading time of sections with remaining ground clearance problems; increase machinery and equipment to increase the output of mining mines, and proactively source materials to complete the entire loading volume of phase 1 before September 30, 2024, and complete the embankment of phase 2 before December 31, 2024.

Machinery, equipment and human resources must be fully prepared to immediately carry out the construction of horizontal drainage culverts and foundation layers and road surfaces on the sections after unloading.

"Project Management Board 7 must regularly inspect and evaluate the implementation of each unit's plan to promptly have solutions to handle contractors behind schedule according to contract regulations," the Ministry of Transport directed.

Previously, in an exchange with Giao thong Newspaper, the leader of Project Management Board 7 said that, besides the wide range of soft ground treatment (15km), the biggest challenge in the construction of the Chi Thanh - Van Phong section project is currently the large amount of rock in the special quarries. In 10m3 of mining, only 6m3 of soil can be utilized, the remaining 4m3 is rock.

"To solve the above problem, the investor and contractor have asked for permission from competent authorities to use the mined rock as filling material. On the other hand, we have worked with commercial mine owners to supplement soil materials (in addition to those taken from specific mines) to ensure project progress," informed the leader of Project Management Board 7.

The North-South Expressway, Chi Thanh - Van Phong section, has a total length of more than 48km, passing through Phu Yen province. The starting point coincides with the end point of the Quy Nhon - Chi Thanh section project (Phu Yen province). The end point connects with National Highway 1 and the Deo Ca tunnel project in Dong Hoa district, Phu Yen province.

In the phased phase, the expressway was invested with a scale of 4 lanes, roadbed width of 17m. Total investment is more than 10,700 billion VND.
