Ministry of Transport announces administrative procedures for granting train driving licenses

Accordingly, three procedures have been amended and supplemented: Granting train driving licenses to train drivers on operating railway lines; Granting train driving licenses to the first train drivers on newly put into operation urban railway lines with technology used for the first time in Vietnam; Re-granting train driving licenses.

The Ministry of Transport said that the amendment and supplementation of these procedures is based on Circular No. 26/2023 of the Ministry of Transport on amending and supplementing Circular No. 15/2023 stipulating standards, tasks, and powers for railway staff positions directly serving train operations; Contents and training programs for railway staff positions directly serving train operations; Conditions, contents, examination procedures and issuance, re-issuance, and revocation of train driving licenses on railways.

Specifically, the Vietnam Railway Authority issues driving licenses to train drivers on national railways, urban railways, and specialized railways (except for specialized railways and urban railways in Ho Chi Minh City, Quang Ninh and Thai Nguyen provinces); the People's Committees of Ho Chi Minh City and Quang Ninh and Thai Nguyen provinces carry out procedures for specialized railways and urban railways in their localities.

Regarding the procedures for granting train driving licenses to the first train drivers on newly put into operation urban railway lines with technology used for the first time in Vietnam, the Vietnam Railway Authority shall issue train driving licenses (except for cases requesting to issue urban railway driving licenses in Ho Chi Minh City); the Ho Chi Minh City People's Committee shall issue train driving licenses in the city.

For the procedure of re-issuing train driving licenses, the Vietnam Railway Authority carries out procedures for national railways, urban railways, and specialized railways (except for specialized railways and urban railways in Ho Chi Minh City, Quang Ninh, and Thai Nguyen); the People's Committee of Ho Chi Minh City and the People's Committees of Quang Ninh and Thai Nguyen provinces carry out procedures for specialized railways and urban railways in the area.

The Ministry of Transport also stated that if the People's Committees of provinces and cities have not completed these administrative procedures before January 1, 2025, the Vietnam Railway Authority will continue to implement them based on the written request of the People's Committees of provinces and cities.
