According to information from the Ministry of Education and Training, Minister Nguyen Kim Son recently had a meeting with Mr. Amit Sevak, President of the Educational Testing Service (ETS).

At the meeting, Mr. Nguyen Kim Son thanked ETS for supporting training for about 3,500 Vietnamese officials and teachers on improving testing capacity in November 2023. This training course is important in helping to raise awareness and capacity of those involved in testing, especially in 2025 when Vietnam will make some adjustments to the high school graduation exam.
Minister Kim Son also informed Mr. Amit Sevak about Vietnam's new policy of focusing on improving foreign language skills of students, gradually making English the second language in schools.
To achieve this task, improving the quality of English teachers is extremely important. Therefore, Mr. Kim Son proposed that ETS support the Ministry of Education and Training to carry out the task of making English the second language in schools; the two sides can consider adding this task to the memorandum of cooperation signed in 2022.
Mr. Amit Sevak highly appreciated Vietnam's policy and determination to gradually make English the second language in schools, thereby promoting international integration. Mr. Amit Sevak said: ETS has cooperated with more than 20 governments and has a lot of experience in English training and testing, so ETS is ready to support Vietnam to achieve this goal.
Specifically, ETS will send experts to Vietnam at the request of the Ministry of Education and Training to continue supporting Vietnam in testing activities and improving the quality of Vietnamese English teachers.
At the meeting, Minister Nguyen Kim Son invited Mr. Amit Sevak to visit and work in Vietnam so that the two sides could sign an amended and supplemented memorandum of understanding in early 2025.
In 2022, the Vietnamese Ministry of Education and Training and the American Educational Testing Service signed a Memorandum of Understanding on a cooperation program to improve the quality of English training and testing capacity for the Vietnamese education system.
In the decision to issue the Plan of tasks and key solutions for the 2024-2025 school year of the education sector, the Ministry of Education and Training also stated the requirement: "Improve the quality of teaching and learning foreign languages, especially English at all levels and training levels. Research and develop projects and plans to gradually make English the second language in schools".

In addition, to make English a second language, Vietnam needs to solve many different problems, not just limited to schools. One of them is to have the attention and support from society, to make people understand the importance of using English. At the same time, it is necessary to pay attention to the differences in level and learning environment between regions.
