Ministry of Public Security announces two terrorist organizations

According to information from the Ministry of Public Security, "Montagnard Support Group - MSGI" and "Montagnards for Justice - MSFJ" are terrorist organizations.

On March 6, based on Vietnamese and international law, the Ministry of Public Security announced that two organizations have been conducting terrorist activities.

The first is the terrorist organization “Montagnard Support Group”, whose English name is “Montagnard Support Group, Inc.”, abbreviated MSGI; declared by Y Mut Mlô and Y Duen Bdăp (former members of the “Montagnard Fund - MFI” in the US) to establish in 2011 with the aim of connecting and enticing ethnic minorities to use violence, conduct terrorism, incite protests, and armed riots to demand secession, autonomy, and the establishment of a separate state in the Central Highlands.

The leaders and commanders are Y Mut Mlô, born in 1960 in Dak Lak (Chairman); Y Duen Bdăp (Vice Chairman); Y Bion Mlô (in charge of foreign affairs); Y Lhưl Byă (in charge of communications); other key members include: Y Čhik Nie, born in 1968 in Dak Lak; Y Chanh Byă, born in 1984 in Dak Nong; Y Bé Êban, born in 1982 in Dak Nong; Y Niên Êya, born in 1977 in Dak Nong, Y Sôl Nie, born in 1979 in Dak Lak...

MSGI operates in a violent manner; advocates attracting and recruiting members domestically, training in methods of operation, inciting demonstrations and armed riots; sponsoring money, weapons, and means, directing terrorist attacks, killing officials and people, and destroying property of the State and people to demand secession, autonomy, and the establishment of a "Dega State" in the Central Highlands.

The second is the terrorist organization “Montagnards for Justice” with the English name “Montagnard Stand for Justice - MSFJ”, established in July 2019 in Thailand by Y Quynh Bdap, Y Phik Hdok, Y Pher Hdrue, Y Aron Eban, H' Sarina Krong, H' Tlun Bdap, Y Ruing Knul, H Mla Hdrue and operating in the US since April 2023.

The ringleaders are Y Quynh Bdap, born in 1992 in Ea Bhok commune, Cu Kuin district, Dak Lak province, Vietnamese nationality; Y Phik Hdok, born in 1993 in M'Duk village, Buon Ma Thuot city, Dak Lak province; Y Pher Hdrue, born in 1979 in Ea Khit village, Ea Bhok commune, Cu Kuin district, Dak Lak province; H' Biap Krong, born in 1987 in Kwang village, Cu Bao commune, Buon Ho town, Dak Lak province; Y Aron Eban, born in 1985 in Krong Pac district, Dak Lak province...

MSFJ operates by propaganda, attracting, recruiting members, assigning tasks, training methods of operation; funding, directing the purchase of weapons and vehicles, conducting terrorist attacks, killing officials and people, destroying property of the State and people to establish a "separate State" in the Central Highlands.

According to information from the Ministry of Public Security, “Montagnard Support Group - MSGI” and “Montagnards for Justice - MSFJ” are terrorist organizations; therefore, anyone who participates, propagates, entices, incites others to participate, sponsors, receives sponsorship; participates in training courses organized by these two groups; operates under the direction of “Montagnard Support Group - MSGI” and “Montagnards for Justice - MSFJ”... is guilty of “Terrorism”, “Terrorist financing” and will be handled according to the provisions of law.
