On the morning of December 3, Binh Tan District, Ho Chi Minh City held a ceremony to celebrate its 20th anniversary and receive the Second Class Labor Medal.
Established in 2003, Binh Tan District is located at the western gateway of Ho Chi Minh City, covering an area of over 52 km2 and bordering 6 districts of the city. It is a major traffic and commercial-service hub with vital traffic infrastructure connecting the city with the southwestern provinces.
Mr. Huynh Khac Diep, Secretary of Binh Tan District Party Committee, said that after 20 years of development, the local economy has achieved a high and sustainable growth rate, with an average annual production value increase of 21%. Budget revenue has maintained an average growth rate of 13.6% per year and always exceeded the legal target, with budget revenue in 2023 alone reaching nearly VND 4,300 billion.

Urban planning and management work has been focused on, creating positive changes, promoting socio-economic development; technical infrastructure and social infrastructure have been increasingly improved, a number of important and vital traffic works have been invested in, constructed and effectively exploited. In recent years, people have donated land, materials, working days and funds to renovate 387 roads and 4,115 alleys.
The Binh Tan Party Secretary added that the district has focused on implementing cultural and social projects and programs to meet the requirements of raising people's knowledge and improving people's lives. Of these, 45 new public schools have been built, ensuring that 100% of school-age children can attend school, 4 cultural and sports centers have been completed, and 110 parks and green areas have been built. Recently, the district has put into use the 3.6-hectare Vinh Loc central residential park.
The locality has also just completed eliminating multidimensional poverty 2 years ahead of schedule, and provided lifelong care for 100% of heroic Vietnamese mothers.
Binh Tan District aims to complete exhumation at Binh Hung Hoa cemetery by 2025.
The Binh Tan Party Secretary said that the district is oriented to develop according to the structure of trade, services - industry, small-scale industry - agriculture. The urban area is developed according to the multi-center orientation to reduce population pressure, associated with the green urban model, smart urban model, building an urban development model according to the orientation of public transport development.
In the coming years, the locality will focus on speeding up the progress of key projects such as the Tan Tao residential area of over 475 hectares, relocating the 40.7-hectare Binh Hung Hoa cemetery...
Priority urban beautification
Speaking at the ceremony, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen assessed that the outstanding mark of Binh Tan district is that its population increased from 254,000 people in 2003 to more than 800,000 people after 20 years, and will increase by 25,000 people each year in the coming time.
Binh Tan, along with Binh Chanh and Tan Phu, are localities with rapid population growth, attracting a large number of residents and workers. Ho Chi Minh City has an average annual population increase of 200,000, with the three districts mentioned above accounting for about 60,000 people. Therefore, Mr. Nen noted that it is necessary to pay attention to and solve social issues well, care for people's material and spiritual lives, and sustainably reduce poverty.

Regarding future orientation, the Secretary of the Ho Chi Minh City Party Committee said that it is time for Binh Tan to reshape its development model, taking advantage of the special mechanisms that the Central Government has allowed Ho Chi Minh City to apply for rapid and sustainable development.
In particular, Binh Tan District has done a good job in planning with innovative thinking, long-term vision and creation. In the immediate future, it is updating the Binh Tan development planning project to 2040, with a vision to 2060, into the general planning project of Ho Chi Minh City.
In addition, the locality needs to mobilize resources to promote the strengths of the western gateway and the remaining large land fund, prioritizing urban beautification, renovating boarding houses and houses on and along canals.
The Secretary of the Ho Chi Minh City Party Committee also noted that Binh Tan District should pay attention to developing social culture, building schools associated with socialized education, trying to ensure the target of 300 classrooms/10,000 people, focusing on vocational training, job creation, and ensuring social security.
Also this morning, Binh Tan District started the project to upgrade and renovate the Binh Chanh - Binh Tan martyrs cemetery with a total investment of more than 70 billion VND. Put into use in 1988, the cemetery is now more than 1 meter lower than the road surface after upgrading National Highway 1, many items are degraded.
