Binh Gia is a poor mountainous district of Lang Son province. To implement the National Target Programs for the period of 2021 - 2025, the People's Committees of communes and towns established Steering Committees and Management Boards to implement the National Target Programs at the commune level. Being removed from the list of poor households since 2020, but 2 years after escaping poverty, due to unstable income, Ms. Lanh Thi Thuong's family in Na Dai village, Tan Van commune is always at risk of falling back into poverty. In August 2023, Ms. Thuong's family received support of 17 breeding pigs from the capital of Project 2 "Diversifying livelihoods, developing poverty reduction models" to support poor and near-poor households in the commune.

Ms. Thuong shared: From 17 piglets that were supported, after more than 1 year of care, the family's pig herd has now sold 2 litters, with a total income of nearly 60 million VND. With this money, my family continues to buy piglets to restore the herd and invest in 2 more sows to be able to take the initiative in breeding pigs.

Not only Ms. Thuong's case, through research, it is known that 9 households in Na Dai village, Tan Van commune participating in the pig farming project all have an income of 30 - 50 million VND/household. Currently, all 9 households continue to invest in expanding the scale of farming.

Along with the pig farming project implemented in Na Dai village, Tan Van commune, from 2022 to present, Binh Gia District People's Committee has allocated nearly 13.7 billion VND (from project 2 capital) to 12 communes in the area to organize the implementation of 29 projects.

Of which, the communes have implemented 17 pig farming projects, 6 projects to support the development of cattle farming (including breeding and commercial cattle farming), 5 projects to support the development of buffalo farming in barns and 1 project to support the development of caged fish farming; the total number of households participating in the projects is 239 (79 poor households, 134 near-poor households, 26 newly escaped poverty households).

The family of Mr. Hoang Van Chin in Na Vuong village, Mong An commune, is one of the near-poor households that benefit from the livestock support policy from the National Target Program for Sustainable Poverty Reduction. In 2023, his family was supported with 2 cows under the breeding cow project. Mr. Chin said: The family will try to take good care of the cows so that they can grow well and have more income.

According to Mr. Dao The Dong, Head of the Department of Labor, War Invalids and Social Affairs - Ethnic Minorities of Binh Gia district, the implementation of the projects has initially achieved positive results. The households participating in the project all have an income increase of at least 20% compared to before participating in the project. With the increased income, the households have more resources to continue investing and developing the family economy.

According to the report of Binh Gia District People's Committee, from 2022 to present, the district has deployed 17 production models in 12 communes, with the participation of 242 poor households, near-poor households, and newly escaped poverty households, with a total support fund of over 8.3 billion VND under the National Target Program for Sustainable Poverty Reduction.

In recent years, with the implementation of livelihood diversification projects, the poverty reduction model under the national target program for sustainable poverty reduction has created conditions for people to develop the economy to eliminate hunger and reduce poverty, contributing to the district achieving the target of average poverty reduction.

According to Mr. Nam, in the coming time, Binh Gia district will continue to mobilize all resources to focus on poverty reduction. In particular, from the support capital of project 2 (estimated for the period 2026 - 2030 is about 17 billion VND), the District People's Committee will continue to review and allocate to the right subjects, focusing on supporting poor households in extremely difficult areas to have more resources to invest in production, thereby having more income to improve their lives.

It can be seen that the project of diversifying livelihoods and developing poverty reduction models (Project 2) implemented by Binh Gia district from 2022 to present has been, is and will become a lever to help poor households, near-poor households and newly escaped poverty households in the district to escape poverty sustainably.
