Prime Minister requests to set up a "special task force" to inspect the current status of land use at forestry farms

The Prime Minister requested the Ministry of Natural Resources and Environment (MONRE) to preside over and coordinate with relevant agencies to establish a "Special Working Group" of the Prime Minister to inspect the current status of land use at state-owned forestry farms.

The Ministry of Natural Resources and Environment presides over and coordinates with relevant agencies to establish a "Special Working Group" of the Prime Minister to inspect the current status of land use at state-owned forestry farms.

The Government Office has just issued Document No. 1311/VPCP-NN dated February 18, 2025, conveying the Prime Minister's opinions on implementing solutions to promote and support farmers after the Dialogue Conference with farmers in 2024.

Accordingly, Document No. 1311/VPCP-NN was sent to the Ministries of Agriculture and Rural Development, Natural Resources and Environment, Finance, Planning and Investment, Science and Technology, Industry and Trade, Information and Communications, Foreign Affairs, Culture, Sports and Tourism, Justice, Labor - Invalids and Social Affairs; State Bank of Vietnam; Central Committee of Vietnam Farmers' Union; People's Committees of provinces and centrally run cities to convey the Prime Minister's opinions on implementing solutions to promote and support farmers after the Dialogue Conference with farmers in 2024.

At the 2024 Conference of the Prime Minister's Dialogue with Farmers with the theme: "Arousing the aspiration to get rich to build a prosperous and happy country; confidently entering a new era", Prime Minister Pham Minh Chinh concluded 9 important groups of issues requiring ministries, agencies and localities to focus on solving.

To concretize the above conclusions, and at the same time implement solutions to support farmers in promoting agricultural production, aiming to complete the goal of building ecological agriculture, modern countryside, civilized farmers; helping farmers arouse their desire to get rich, confidently entering the new era, the Prime Minister requested the Ministry of Natural Resources and Environment to preside over and coordinate with relevant agencies to establish a "Special Working Group" of the Prime Minister to inspect the current status of land use at state-owned farms and forestry farms, and report to the Prime Minister the inspection results (in the second quarter of 2025) to have mechanisms and policies to effectively exploit land resources.

There must be very strong policies to exploit land resources effectively.

Previously, at the 2024 Prime Minister's Dialogue with Farmers Conference with the theme: "Arousing the desire to get rich to build a prosperous and happy country; confidently entering a new era" taking place on December 31, 2024, farmer Vo Quan Huy, Director of Huy Long An Company Limited (Duc Hue District, Long An) - Outstanding Vietnamese Farmer in 2013 and 2015, who is currently producing on an area of ​​nearly 1,000 hectares and is an outstanding Vietnamese farmer, expressed his impression that the Central Government has recently issued many important policies and decisions. In particular, the Land Law has been put into practice earlier than expected.

However, through actual production, Mr. Huy sent the Prime Minister a number of recommendations, including issues related to land. Mr. Huy said that more than 20 years ago, when land needed people to produce, the Party and the State had policies to promote the establishment of forestry farms, bringing people to reclaim land for production, and contracted the return of products.

After that, this model did not work effectively, leading to its decline and dissolution, and was transferred to local management. Farmers still cultivated and paid land rent according to local government regulations. However, according to the new regulations, to rent land in this category, it is also necessary to conduct an auction, so localities are finding it very difficult to implement because farmers have invested in building fields and leveling the ground, which is very expensive, and even spent money on land reclamation for many years.

Meanwhile, if auctions are conducted, it will be difficult for the locality and the people to recover and change the location of farmers who are currently producing. Therefore, Mr. Huy suggested that it is necessary to develop a formula for collecting agricultural land use fees for each type of land with improvements to stabilize production for farmers.

The Ministry of Natural Resources and Environment has also explained that the investment on the remaining land means that this agricultural land does not have to be auctioned but can continue to be leased, but the locality has not accepted this because they are worried that all this land will have to be cleared when it is returned to local management.

Second, regarding capital investment for green agriculture, although there are many credit packages offered by the State Bank, there is currently no strong and specific package put into production.

Third, in terms of science and technology, this is the key factor to bring our country's farmers into the era of self-development. How can we digitize agriculture? Mr. Vo Quan Huy suggested that the Government have leading science and technology investment programs.

For example, in forest harvesting, there are a lot of rubber branches and debris but no one has invested in machines to collect and chop them. If there were machines, it would improve environmental problems and post-harvest losses.

Fourthly, regarding the issue of linkage, we have mentioned this issue many times but the legal aspect tends to "side" farmers, so it has not created a driving force for the connection on the part of businesses, leading to the story of surplus - shortage in raw material areas still happening frequently.

Finally, Mr. Vo Quan Huy suggested that the Prime Minister take time to "visit" the farms and forestry farms to learn and listen to the stories and thoughts of farmers who are producing in these areas, so that they can see the "burning" problems in the farms and forestry farms and can come up with policies and decisions to help people feel secure in production.

Regarding the issue raised by farmer Vo Quan Huy, Prime Minister Pham Minh Chinh affirmed that the management and use of land in forestry farms is a pressing issue in many localities. Previously, in some places, forestry farms were established and land was allocated to staff of the forestry farms for production. However, staff of the forestry farms did not use the land but instead assigned it to others, assigning it 5-6 times, leading to difficulties in management.

"In reality, the use and exploitation of agricultural and forestry land is very wasteful. I assign the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development, in which the Ministry of Natural Resources and Environment takes the lead in surveying and reporting back on this land source seriously. There must be very strong policies to exploit this land source effectively" - the Prime Minister emphasized.
