Binh Dinh closely monitors mines of highway construction materials

The Chairman of the People's Committee of Binh Dinh province assigned the Department of Natural Resources and Environment to notify and request contractors who have been granted mineral exploitation confirmation by the Provincial People's Committee to seriously carry out statistics, inventory, record keeping, vouchers, and archived documents on mineral exploitation output.

Measure and map the current status according to the provisions of law to calculate the exploited reserves for construction works, the remaining reserves in the mining area as a basis to determine the conformity between the application for mining license and the actual construction volume, ensuring strict compliance with legal regulations.

The contractor must exploit according to the prescribed coordinates, area, reserves, and capacity. Ensure traffic safety during transportation, and carry out environmental protection work according to the exploitation registration content confirmed by the Provincial People's Committee.

Binh Dinh province requires the construction contractor to be responsible before the law if there are violations in exploiting, transporting, and using minerals for purposes other than those licensed, causing loss of resources and damage to the state budget.

Binh Dinh provincial leaders requested the Department of Natural Resources and Environment to conduct regular and surprise inspections of the exploitation of material mines for the construction of the North-South Expressway. Violations must be resolutely handled according to regulations.

The Chairman of the Binh Dinh Provincial People's Committee also requested the project investor to strengthen the management and supervision of mining activities and waste dumps serving the construction of the North-South Expressway project. Measures must be taken to prevent exploitation of mining activities serving the expressway project to illegally supply to outside organizations and individuals.

"Every quarter, the investor reports the exploitation volume of contractors to the Department of Natural Resources and Environment for monitoring, synthesis, and reporting to the Provincial People's Committee and central agencies according to regulations.

"Closely coordinate with the Department of Natural Resources and Environment and relevant agencies in grasping and providing information on contractors with signs of violations (if any) to take measures to prevent remotely, rectify and handle according to current legal regulations," the Chairman of the People's Committee of Binh Dinh province requested.

The head of the Binh Dinh Provincial People's Committee also assigned the Provincial Tax Department to closely coordinate with the Department of Natural Resources and Environment to urge contractors to declare and pay natural resource tax and environmental protection fees according to actual mining volume. Check and compare the declared data, tax and fee payment with the licensed output and actual mining output of contractors constructing the North-South Expressway. Closely monitor revenue sources from minerals.

In addition, the provincial police were assigned to focus on investigating and strictly handling illegal mining, transportation and use of minerals in the province, especially mineral mines serving the construction of the North-South Expressway.
