The first instance verdict determined that from the beginning of the year to June 2021, defendant Thuan and his accomplices produced and stored a total of nearly 9.5 million fake textbooks with a total value of more than VND 260 billion. This group organized the sale of more than 6.3 million books.

Previously, on July 9, 2020, Phu Hung Phat Company was inspected by Market Management Team No. 17 and more than 27,300 fake textbooks were seized. Knowing that defendant Tran Hung was the direct leader, defendant Thuan, through defendant Hai, gave defendant Tran Hung 300 million VND. After receiving the money, defendant Tran Hung instructed defendant Thuan to change his statement about the origin of the books, and at the same time intervened and created conditions for handling the case as an administrative violation instead of transferring it to the investigation agency.

During the trial, 35/36 defendants admitted their actions, but defendant Tran Hung insisted on his innocence, asserting that he did not receive any money or instruct defendant Thuan to change his testimony. Participating in the defense, defendant Tran Hung's lawyer argued that the basis for the charges had many contradictions, the defendant had an alibi, and requested immediate release in court.

However, the panel of judges determined that there was sufficient basis to conclude that defendant Tran Hung received a bribe of 300 million VND as alleged by the prosecutor.
