Arrested former Chairman and Vice Chairman of Mai Dam Town People's Committee

Before being arrested, both had been suspended from their positions and Party activities by the authorities.

According to the initial investigation, during their tenure as Vice Chairman of Mai Dam Town People's Committee, Tran Thanh Phong and Nguyen Van Duc (when they were still judicial officers of Mai Dam Town and after being appointed Vice Chairman at the end of 2020) committed many violations in certifying power of attorney, creating conditions for Huynh Ngoc Du (60 years old, former Deputy Chief of Office of the Management Board of Industrial Parks of Hau Giang Province) to sell fake resettlement quotas. Thereby appropriating the property of many people.

In April 2023, the Investigation Police Agency of Hau Giang Province Police issued a decision to prosecute and temporarily detain Du for fraud and property appropriation.

Investigation results show that in 2019, Huynh Ngoc Du, who was working at the Industrial Park Management Board of Hau Giang province, heard information that the entire Phu Binh hamlet, Mai Dam town was planned and the State would reclaim land to build an industrial park. At this time, Du, through "land brokers", sought out households with household registration and ID cards in Phu Binh hamlet and gave false information that he asked them to register his house in his name so that he could receive compensation and resettlement when the State reclaimed the land.

Du paid each case 10 million VND, on the condition that the people had to provide Du with a copy of their household registration book and ID card and sign a file consisting of many types of documents without any content. These were all documents prepared by Du, including a power of attorney, a land transfer contract, an application for resettlement money, a land handover record in the field, a receipt, etc. Many households in Phu Binh hamlet agreed to follow Du's request and receive money from the subject.

When he had these documents, Du offered to sell resettlement quotas to many people for between 160 and 360 million VND. When someone bought them, Du filled out the information on the authorization form and brought it to Mai Dam Town People's Committee for certification, then met the victims to hand over the documents and receive the money.

In 2020, Du applied for early retirement. At this time, because he did not receive resettlement land, many people reported Du to the police. So far, the Investigation Agency has determined that Huynh Ngoc Du appropriated more than 15 billion VND from 22 victims.

Searching Du's residence in Ward 3, Vinh Long City, Vinh Long, the police seized many documents and computers to serve the investigation.

Regarding Du's fraud case, the Investigation Police Agency of Hau Giang Province is continuing to investigate the irresponsible behavior causing serious consequences for the former Chairman and Vice Chairman of Mai Dam Town People's Committee.
