DNO - On the afternoon of August 9, the Office of the Investigation Police Agency, City Police, announced that it had issued a decision to prosecute the case, prosecute the accused and execute an order to temporarily detain Nguyen Nho Cam (born in 1963, residing in Nam Duong ward, Hai Chau district) for the act of "Fraudulent appropriation of property".

The investigation results determined that in 2018, Mr. LBK, Director of KL Tourism Company Limited (headquartered in Da Nang) learned that the City People's Committee had a policy of calling for investment in a marina project in the Han River port area, so he wanted to invest.
By the end of 2018, Mr. K. went to Ho Chi Minh City and met a man who introduced himself as having the ability to apply for an investment project. The condition was that Mr. K. had to give 20 billion VND for "diplomatic" relations. Mr. K. agreed and was introduced by this man to meet Nguyen Nho Cam.
On December 21, 2018, Mr. K. contacted Cam, then the two parties went to the bank to make a record of agreement with the content that KL Travel Company Limited spent 20 billion VND to open a joint account with Mr. K. and Cam as joint account holders. According to the agreement, when KL Travel Company Limited was approved for the project investment policy, Mr. K. and Mr. Cam co-signed to disburse the amount of 20 billion to Cam.
During 2 days, February 26 and 28, 2019, Cam requested KL Tourism Company Limited to disburse 20 billion in the "suspended" account to handle the procedures to speed up the progress of granting investment policy for the project and committed to deliver the decision approving the investment policy for the marina project by March 30, 2019 at the latest.
Trusting the above promise, Mr. K. went to the bank to withdraw money and hand it over to Cam. However, on March 30, 2019, Cam did not deliver the decision approving the project investment policy. At the same time, after waiting for a while, knowing that there would be no results, Mr. K. filed a complaint with the police. Conducting an investigation, the police determined that Nguyen Nho Cam had appropriated 18 billion VND from KL Company.
