On the afternoon of September 5, Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries, departments, and branches and online with 28 provinces and cities to deploy responses to super typhoon Yagi (typhoon No. 3).
According to the General Department of Hydrometeorology (Ministry of Natural Resources and Environment), as of the afternoon of September 5, Typhoon Yagi was in the northern part of the North East Sea, about 500km east of Hainan Island (China). The intensity of Typhoon No. 3 is level 16, gusting over level 17.
The representative of the General Department of Hydrometeorology assessed that this is a very strong storm with a wide circulation. The area of strong winds of level 8 has a radius of about 250km, the area of strong winds of level 10 is about 150km, and the area of strong winds of level 12 is about 80km around the center of the storm.
"International storm forecasting centers all agree that storm No. 3 will continue to maintain super storm level (level 16 or higher) until it reaches the eastern coastal area of Hainan Island.
After that, storm No. 3 will move into the Gulf of Tonkin with a strength of level 13-14, gusting to level 16; when it affects the mainland, its strength is likely to be level 9-12, gusting to level 13-14," said a representative of the General Department of Hydrometeorology.
Also according to the representative of the General Department of Hydrometeorology, it is forecasted that on the night of September 6, storm Yagi will pass the northern area of Hainan Island and move into the Gulf of Tonkin, then directly affect all coastal provinces from Quang Ninh to Thanh Hoa.
Around the afternoon and night of September 7, the storm moved inland in the northern provinces, then moved to the northwest, weakened into a low pressure area and gradually dissipated.
Storm No. 3 will cause widespread rain
Speaking at the meeting, Dr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting said that due to the influence of storm Yagi, from early morning on September 7, coastal areas from Quang Ninh to Thanh Hoa provinces had winds gradually increasing to level 6-7, then increasing to level 8-9, areas near the storm center had winds of level 10-12, gusting to level 14; areas deep inland in the Northeast had strong winds of level 6-8, gusting to level 9-11.
It is forecasted that from the night of September 6 to the morning of September 9, in the provinces of Quang Ninh, Hai Phong, Lang Son, Ha Giang, Phu Tho, Hoa Binh, the Northern Delta (including Hanoi) and Thanh Hoa, there will be heavy to very heavy rain with average rainfall of 150-350mm, locally over 500mm. Other places in the Northeast will have average rainfall of 100-150mm.
From the afternoon of September 7 to the end of September 8, the Northwest region will have heavy rain, some places will have very heavy rain with common rainfall of 100-200mm. Particularly, Lao Cai, Yen Bai, Son La provinces will have rainfall of 150-250mm, some places will have rainfall of over 350mm.
Dr. Mai Van Khiem also predicted that there could be widespread flooding in the Northern and North Central provinces.
"Warning of widespread flooding risk in mountainous provinces, the Northern midland delta, urban areas, especially the provinces of Quang Ninh, Hai Phong, Lang Son, Cao Bang, Ha Giang, Yen Bai, Bac Kan, Thai Nguyen", said Dr. Mai Van Khiem.
The Director of the National Center for Hydro-Meteorological Forecasting noted that heavy rain concentrated in a short period of time poses a special danger of flash floods and landslides, concentrated in mountainous and midland areas of the North, Thanh Hoa and Nghe An.
From the night of September 6 to 8, special attention should be paid to provinces and cities at very high risk including: Quang Ninh, Lang Son, Bac Kan, Thai Nguyen, Bac Giang, Vinh Phuc, Hoa Binh, Phu Tho, Tuyen Quang, Yen Bai, Son La, Lai Chau, Lao Cai, Thanh Hoa.
