With the spirit of "Doing for the people", the Standing Committee of Yen Bai Provincial Party Committee has constantly strived to overcome difficulties to find creative solutions suitable to local conditions. Faced with challenges such as natural disasters, epidemics and climate change, the Provincial Party Committee has proactively proposed breakthrough policies, focusing on agricultural development, infrastructure construction and improving people's quality of life. With more than 300 resolutions issued, the Provincial Party Committee has demonstrated a very determined and creative working spirit. These decisions, especially those made in emergency situations such as the Covid-19 pandemic or recently the "urgent" resolutions to support people after storm No. 3 (Yagi). These are concrete proofs of decisions born from practice.
At the same time, it is also a concrete demonstration of innovation in operating methods, affirming the role of state power agencies at the local level. Thereby, it shows that the spirit of "innovation, substance, efficiency" from the National Assembly is spreading to People's Councils at all levels of localities nationwide, not only demonstrating agility but also showing an innovative mindset, always aiming to solve problems in the most effective way.
In particular, this is also the guiding spirit of General Secretary To Lam in the new era of policy and law making: closely following reality, standing on the ground of Vietnamese and local realities to build timely, appropriate and effective legal regulations.

From there, practical suggestions are made to improve the effectiveness of propaganda work in the coming time.

The work “Building the Trade Union Law (amended) - Responsibility to the country and workers” analyzes the need to amend the 2012 Trade Union Law and the main contents that need to be amended; the process of building the law demonstrates rigor and science, is evidence of innovation in law-making work; the responsibility and dedication of National Assembly deputies who are trade union officials; the valid opinions affirm the important political maturity of the team of trade union officials, union members, and workers as well as their skills in participating in law-making.

The series of articles has practical significance when carried out in the context of our country's increasingly deep integration with the world economy, requiring the promulgation of new laws and amendments and supplements to meet the development needs and "internalize" international standards that Vietnam has committed to, including the 2012 Trade Union Law. The development of the Trade Union Law (amended) was directed by the National Assembly with the participation of many levels and sectors, of which the Vietnam General Confederation of Labor - the subject subject to the Law - is one of the key members.
To carry out this task, trade unions at all levels have launched a wide-ranging political campaign, from organizing conferences and seminars to organizing meetings between National Assembly deputies and voters who are trade union officials, union members, and workers, to solicit opinions on the draft law, and at the same time send cadres to participate in the Drafting Committee of the draft law.
