The Government has just issued Decree No. 116 amending and supplementing a number of regulations on recruitment, use and management of civil servants and regulations on input quality assessment of civil servant recruitment exams.
Accordingly, the civil service recruitment exam consists of 2 rounds. Round 1 is a multiple-choice test on a computer with 2 parts. Part I, lasting 60 minutes, is general knowledge about the political system, the organization of the Party, the State, and socio-political organizations; state administrative management; civil servants and public service.

Part II of the foreign language test lasts for 30 minutes and includes 30 questions according to the foreign language requirements for each job position. For jobs that do not require foreign language proficiency, there is no need to organize the Part II test.
Compared to the old regulations, round 1 in the new regulations has removed the IT test.
Round 2 is a professional exam in writing or a combination of writing and interview.
This Decree stipulates exemption from foreign language exams (part II, round 1) for 3 cases. Firstly, people with a foreign language major diploma in accordance with the foreign language requirements of the job position, with the same training level or a higher training level than the professional and technical training level required by the job position for which they are applying.
Second, a person who has a diploma of the same training level or a higher training level than the professional training level required for the job position, has studied abroad in a foreign language in accordance with the requirements of the job position, or has studied in a foreign language in accordance with the requirements of the job position in Vietnam, is recognized by a competent authority or is automatically recognized in accordance with the provisions of law.
Third, people with ethnic minority language certificates applying for job positions directly related to ethnic minorities or job positions working in ethnic minority areas; ethnic minorities applying for job positions directly related to ethnic minorities or job positions working in ethnic minority areas.
