Issue 6 policy contents to attract talented people to the public sector

Kinhtedothi-Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs) Nguyen Tuan Ninh said that Decree No. 179/2024/ND-CP issued by the Government today (December 31, 2024) stipulates 6 contents in the policy to attract talented people to the public sector.


At a press conference this afternoon, December 31, organized by the Ministry of Home Affairs, Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs) Nguyen Tuan Ninh said that the Government has just issued Decree No. 179/2024/ND-CP dated December 31, 2024, stipulating policies to attract and promote talented people to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations.

6 policies to attract talented people to the public sector

According to Mr. Nguyen Tuan Ninh, there are 3 subjects to which this Decree applies: talented cadres, civil servants, and public employees; excellent graduates, talented young scientists; experts, managers, business administrators, and leading scientists who are Vietnamese or foreigners.

In particular, regarding policies for talented people , policies for talented people will cease to apply if they fall into one of the following cases: at the request of the talented person; competent authorities assess that the task has not been completed or the requirements of the job position (VTVL) have not been met; talented people violate the law to the extent that they are disciplined or prosecuted; due to changes in industries and fields that require priority in using high-quality human resources in each period.

Regarding policies to attract talented people to the public sector , the Decree clearly stipulates 6 contents: First, the policy of prioritizing the recruitment of civil servants, applying the form of selection for civil servants for excellent students and talented young scientists; stipulating that ministries, branches, central and local agencies must prioritize staffing to recruit and attract this group.

For experts, managers, business administrators, and leading scientists who are Vietnamese, of working age according to labor law, if they wish to work long-term at administrative agencies and public service units, they will be considered for admission to the civil service.

Second, the first-time incentive subsidy policy after recruitment: for excellent students and talented young scientists when recruited as civil servants, in addition to receiving 100% of their salary during the probationary period, they will also receive an additional allowance of 150% of their salary according to the current salary coefficient within 5 years from the date of recruitment.

Accordingly, the basic salary (excluding 25% public service allowance for civil servants, allowances according to industry and field, if any) for those with university degrees is 13,700,000 VND/month (2.34×2,340,000×250%); master's degrees are 15,620,000 VND/month (2.67×2,340,000×250%); doctoral degrees are 17,550,000 VND/month (3.0×2,340,000×250%).

For Vietnamese experts, managers, business administrators, and leading scientists, when recruited into civil servants and public employees, they are assigned salaries according to the corresponding salary scale and job title, and VTVL is arranged and receives an additional allowance equal to 300% of the current salary.

Accordingly, the lowest basic salary (excluding the 25% public service allowance for civil servants, other allowances according to industry and field, if any) for those appointed as senior specialists or equivalent is 41,184,000 VND/month (4.40×2,340,000×400%); for those appointed as senior specialists or equivalent is 58,032,000 VND/month (6.20×2,340,000×400%).

In case experts, managers, business administrators, or leading scientists are Vietnamese or foreigners who sign labor contracts, the heads of ministries, branches, central and local agencies are allowed to decide on the remuneration level based on the work requirements, capacity, and contributions of experts, leading scientists, and the funding source to implement policies for talented people of ministries, branches, central and local agencies.

In addition, based on the ability to balance the budget and mobilize resources according to legal regulations to implement policies for talented people, ministries, branches, central and local agencies are supplemented with other support policies for talented people.

Third , training and development policy after recruitment:

Excellent graduates and talented young scientists, after being recruited into civil servants, are given the following conditions by the management and employing agencies and units to participate in studying and improving their qualifications (inheriting Decree 138/2020/ND-CP, Decree 140/2017/ND-CP): are given priority for focused training towards becoming scientists and leading experts in fields suitable for their professional work; are sent to participate in domestic and international concentrated training courses for programs suitable for their industries, professions, and fields suitable for their development orientation and other training and development courses suitable for the specific characteristics of their industries, fields, and localities.

At the same time, priority is given and conditions are created for them to participate in training and fostering in political theory, state management and specialized knowledge to meet the leadership and management standards according to the planned positions; professional and technical standards of the civil service rank and professional title of public employees.

Fourth , policies on working conditions and equipment: talented people are invested in working equipment and means; human and material resources are arranged to perform tasks; access to professional documents... ensuring consistency and unity in the process of policy implementation.

Fifth , preferential policies for arrangement and use: excellent graduates and talented young scientists after being recruited into civil servants are given favorable conditions by the agencies and units that manage and use them, such as: being considered and given priority in planning and appointment to leadership, management or leading expert positions in various fields of work at the central and local levels; scientists with research capacity are focused on training towards becoming scientists and leading experts in the fields assigned to preside over scientific research topics and projects from the ministerial and provincial levels and above.

At the same time, they will be considered for promotion to senior specialist or equivalent if within 5 years from the date of recruitment, their quality is assessed and classified as good performance or higher, of which 2 years or more are assessed and classified as excellent performance.

For experts, managers, business administrators, and leading scientists who are Vietnamese, the competent authority is allowed to be specially appointed to hold leadership and management positions or positions or to be assigned to VTVLs with professional and technical requirements of the main specialist, senior specialist and equivalent levels. In case the standards and conditions of the appointed position or title or VTVL standards are not met, the head of the agency managing the civil servants and public employees will create conditions for them to complete the standards and conditions.

Sixth , support policies for experts, managers, business administrators, and leading scientists who are Vietnamese overseas or foreigners: competent authorities create conditions to simplify paperwork and issue visas, residence permits, and work permits in Vietnam; create conditions and support family members in procedures when looking for jobs and enrolling and studying at educational and training institutions in Vietnam.

At the same time, a multiple-entry visa or temporary residence card with a duration corresponding to the period of signing the labor contract with the agency or unit as prescribed in this Decree (for family members as well).

5 policies to promote talented officials and civil servants

Also in this Decree, regulations on policies for rewarding talented civil servants and public employees include 5 notable contents.

Firstly , regarding the policy of recommending and recognizing talented civil servants: the head of the competent authority managing civil servants (at the ministerial, sectoral or provincial level) establishes a Council for selecting talented people to examine and evaluate the compliance with the standards and conditions of talented civil servants. The Council includes the collective leadership of the agency, representatives of the Party Committee and trade unions at the same level, the head of the agency advising on personnel organization work and other members decided by the head of the competent authority.

Second , additional allowance policy for talented civil servants: Talented civil servants are entitled to an additional monthly allowance equal to 150% of their current salary from the date of the recognition decision by the competent authority, similar to the allowance level to attract excellent students and talented young scientists.

Third , the policy of arranging and using talented civil servants and public employees.

Talented civil servants and public employees are given priority in arrangement and use by the managing and employing agencies and units as follows: they are given priority in selection when considering appointment to leadership or management positions or appointment to senior expert positions; in special cases, the competent authority will consider and decide on planning, age, and duration of holding equivalent positions when considering appointment; they will be sent to study experience, conduct research, and exchange science domestically or abroad related to their expertise and profession at least once a year; and they will be paid all expenses according to regulations during the time of study experience, research, and exchange science.

At the same time, proactively propose to participate in international training courses, conferences and seminars to promote capacity and talent, meeting task requirements; be assigned to preside over and arrange funding to carry out scientific research topics and projects from the ministerial and provincial levels and above; propose budget estimates to carry out specific work or tasks; be assigned and decide on the use of funds; be responsible before the law and competent authorities for the use of assigned funds; be paid all expenses according to regulations when going on business trips or attending seminars domestically and abroad when directly related to presiding over the implementation of assigned tasks.

Fourth , honor and reward policy: no rate is applied in considering awarding emulation titles or considering rewards for talented people; talented people are proposed by agencies, organizations, and units to be honored in ceremonies and honor programs of ministries, branches, localities, and press agencies related to the industry and field of work; receive bonuses for achievements recognized from the Emulation and Reward Fund and annual bonus fund.

Fifth , policies on vacation and other welfare regimes: arranged for 7 days of domestic vacation; for experts, managers, business administrators, leading scientists, they can travel with their families of no more than 5 people; for talented civil servants and public employees, they can travel with their families of no more than 4 people; get a salary increase ahead of schedule, a salary increase according to agreement (contract) if they have excellent achievements in performing tasks recognized by competent authorities or are classified as excellent for 2 consecutive years from the date of recruitment decision and contract signing.

For experts and leading scientists, in addition to the remuneration according to the signed labor contract, they are entitled to negotiate and enjoy bonuses and benefits from work results according to the agreement with the competent management agency. Talented people are given priority to rent public housing or borrow money to buy houses in installments under the guarantee of agencies and organizations from the Social Policy Bank with preferential interest rates according to regulations; they are given the highest priority in the group of civil servants and public employees who are entitled to buy social housing according to regulations. Talented people who have made important contributions to the country are arranged public housing according to regulations of competent authorities.

At the same time, establish a National Talent Development Fund to support and encourage the development of Vietnamese talents in all areas of social life, not for profit, operating under the model of a non-budgetary State financial fund with the Ministry of Home Affairs as the managing agency.   

"Regarding the funding source for implementing policies, the Director of the Department of Civil Servants and Public Employees said that the Decree stipulates that every year, the State budget allocates funding equal to 10% of the total basic salary fund (excluding allowances) for ministries, branches, and central agencies and equal to 5% of the total basic salary fund (excluding allowances) for localities to implement policies to attract and promote talented people working in agencies, organizations, and units under their management. In addition, ministries, branches, and localities are allowed to mobilize resources according to legal regulations to implement policies to attract and promote talented people working in agencies, organizations, and public employees under their management" - Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs) Nguyen Tuan Ninh.
