Today, July 23, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee Le Duc Tien and Hoang Nam chaired a working session with departments, branches and localities on the implementation of urban and residential area projects in the area and discussed solutions to increase land use fees in 2024.

According to the report of the Department of Planning and Investment, there are currently 30 urban and residential area projects that have been and are being invested in and studied for investment in the area, of which Dong Ha City has 21 projects and other localities have 9 projects. Of the 30 projects, 3 have been approved for investors; 3 projects are being submitted to the Provincial People's Committee for approval before August 1, 2024; 9 projects have been notified for appraisal, investors are editing and completing their documents; 15 projects have had policies for research, investors have not yet submitted project documents.
Projects that have been approved for investors include: the Southwest National Highway 1 Residential Area Project (Phase 2) in Ho Xa Town; the New Residential Area Project in Ward 1 (Dong Ha); the Nam Dong Ha Commercial - Service Urban Area Project. Projects that are being submitted to the Provincial People's Committee for approval before August 1, 2024 include the Dong Luong Ward New Urban Area Project (Residential Area North of Tan So Street); the Urban Housing Area Project combining social housing and Nam Dong Ha Industrial Park; the Nam Song Hieu Residential Area Project, Ward 4, Dong Ha City.
Projects that have been announced for appraisal, investors are editing and completing documents, including the New Urban Area Project in Hamlet 5, Ho Xa Town, Vinh Linh District; the Residential Area Project in the South of Vinh Phuoc River; the Thuan Chau Urban Area Project; the Commercial Housing Project in the North of Hieu River Urban Area Phase I; the Commercial Center Project in the South of Dong Ha Urban Area Phase 3 (CC4 Area); the Urban Housing Project North of Le The Tiet Street, Ward 2, Dong Ha City; the South of Hieu River Urban Area Project (Ward 3, Dong Ha City); the North of Hieu River Urban Area Project (Phase 2); the Commercial Residential Area Project South of Co Dau. 15 projects have had policies for research, investors have not yet submitted project documents, mainly concentrated in Dong Ha City.
According to reports from departments and branches, in addition to the implemented projects, many remaining projects are still facing difficulties in determining land prices for land auctions and leases, leading to land use fee revenue being lower than planned. The reason is that the 2024 Land Law, effective from August 1, 2024, stipulates that land prices for land leases and land use rights auctions must be based on specific land price lists issued annually. However, currently, the specific land price list issued since 2019 is no longer suitable for reality, not close to market prices, and it is recommended that it be adjusted soon.
In addition, some other projects are stuck with other procedures, it is recommended that the Provincial People's Committee promptly direct the resolution. In particular, the New Residential Area project in Ward 1 is stuck with procedures for converting the purpose of using rice-growing land, land allocation (phase 2) and adjusting the first phase of land allocation, it is recommended that the Provincial People's Committee decide to handle. It is recommended that the People's Committee of Dong Ha City urgently complete the approval of the adjustment of the Construction Zoning Plan for the remaining 3 wards (Ward 1, Ward 2 and Ward 5) to ensure compliance with the approved General Plan of Dong Ha City. The Department of Construction, the People's Committee of Dong Ha City and related localities urgently organize the appraisal of the area expected to be transferred land use rights in the form of subdivision and sale of land plots for the projects.
Early adjustment to remove the list of hill clay mines in Kien Phuoc area (0.7ha) from the "Appendix - List of mineral mines planned for exploration, exploitation and use until 2020, with a view to 2030 in Quang Tri province" attached to Decision No. 3330/QD-UBND dated December 27, 2016 of the Provincial People's Committee according to the investor's proposal to serve as a basis for proposing, appraising and approving the investment policy of the Nam Song Vinh Phuoc Residential Area project. The Department of Industry and Trade builds the workload, estimated norms and implementation capital for the Commercial Center project in Nam Dong Ha Urban Area Phase 3 (CC4 Area).
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung requested departments and branches to actively coordinate to remove current difficulties and obstacles. The first task is for the Department of Natural Resources and Environment to promptly advise, develop and adjust the specific land price list according to Decision No. 49/2019/QD-UBND issued on December 20, 2020 on promulgating the price list of land types periodically every 5 years (2020 - 2024) in Quang Tri province to bring land prices close to market prices in implementation to prevent budget losses. In parallel with that task, speed up the implementation of bidding procedures to develop a new specific land price list.
Assign the Department of Planning and Investment to coordinate with the Department of Construction to advise on handling problems related to 2 hectares of land in the Bac Song Hieu Urban Area project, and submit it to the Provincial People's Committee for decision. Assign the Department of Natural Resources and Environment to carry out procedures for auctioning the right to use the Commercial Center project in the Nam Dong Ha Urban Area, Phase 3 (CC4 Area).
In addition, it is recommended that departments, branches and units promote their public service roles and responsibilities, effectively carry out assigned tasks, and at the same time focus on supporting and creating favorable conditions for investors to promote the province's investment attraction policy, and at the same time, to implement projects on schedule and with quality, contributing to local development.
