Implementing programs and projects to support the elimination of temporary and dilapidated houses for poor and near-poor households and households with meritorious services to the revolution, up to now, the whole province of Tien Giang has 485 households approved for support to build new and repair houses and 55 households eligible for additional construction according to Decision 55 of the Ministry of Construction.

However, in Tien Giang province, there are still hundreds of households with degraded houses but not eligible for support due to land problems.

NOT ELIGIBLE FOR SUPPORT

Chairman of Cai Lay District People's Committee Huynh Vu Phuong said that according to the review, the district has about 180 households eligible for support to remove temporary and dilapidated houses. However, the implementation still faces many difficulties because the review must be carried out many times, some localities increase, some localities decrease. The district must establish a review team to go to the field to ensure accuracy, objectivity, and fairness between the subjects, and remove from the list of subjects that are considered incorrect. In addition, some Party committees and authorities have not focused highly, so the start of construction is still slow compared to the requirements of the work progress.

In terms of finance, the main source of funding is the state budget, the poor themselves and poor households only add from 20% to 50% of the total supported funding and working days, to reduce construction costs; at the same time, still ensuring "3 hard" and minimum area according to the criteria prescribed by the Ministry of Construction.

In addition to financial problems, difficulties in housing land also make the implementation of the National Program to eliminate temporary and dilapidated houses (abbreviated as the Program) encounter many obstacles. Many households are mainly poor households, near-poor households, and households with difficult policies, so they do not have the conditions to separate plots and convert the purpose of use to residential land. The land they are building on is mainly given or donated by parents, siblings, or relatives (with a donation or donation contract, certified by the People's Committee at the commune level).

In addition, some households need support for housing construction but are not eligible for support according to regulations. Some households have just separated their household registration or are not yet eligible for support for housing construction or repair according to the policy. In some localities, the transportation of materials for housing construction or repair is still facing many difficulties...

In Cho Gao district, construction of a house is underway according to the Program and is expected to be completed before April 30, 2025. Comrade Le Van Chat, Head of the Department of Internal Affairs of Cho Gao district, said: After reviewing, the district has added 7 near-poor households with housing difficulties that meet the criteria according to Decision 55, which has been submitted to the province for approval, and will be completed as soon as possible.

In addition, there are 28 households facing housing difficulties (housing does not meet the "3 hard" requirements) but are not eligible for support, because the household built a house in a landslide area, built a house on disputed land, or built a house on someone else's land; the household had a house built, now sold, and is currently renting a house; the household built a house but has not changed the land use purpose (does not have residential land)...

Land-related problems are mainly having a Certificate of Land Use Rights but the current status is not consistent with land use planning and construction planning, not meeting construction conditions according to construction law; having a Certificate of Land Use Rights but it is not residential land (land for growing perennial crops, annual crops, aquaculture, etc.) or not being granted a Certificate of Land Use Rights.

For Cai Lay Town, through reviewing and evaluating the current status of temporary and dilapidated houses in communes and wards to select new construction and repair to ensure compliance with the plan. Cai Lay Town has started construction and repair of 36/36 houses, of which 16 are for people with meritorious services and relatives of martyrs; 20 are for poor and near-poor households. Currently, 12 houses have been completed, and the remaining houses will be handed over before April 25, 2025.

In addition, through screening, the number of households with temporary houses, dilapidated houses in Cai Lay town according to the criteria of the Ministry of Construction but not ensuring land conditions is 73 (66 newly built houses, 7 repaired houses). Of which, there are 57 households without land, renting houses, living on relatives' land, 2 houses on land in planning areas, landslides, riverside, and 14 houses that have not changed land use purposes.

Ward 3 is also coordinating with relevant departments to urgently complete the procedures for a policy household to start building a house.

REMOVE DIFFICULTIES

Tien Giang identified the elimination of temporary and dilapidated houses as an important political task. Therefore, from the beginning of the year, provincial leaders urged localities and relevant sectors to focus on implementing solutions to eliminate temporary and dilapidated houses with high determination, great efforts, and drastic actions. At the same time, the implementation must be focused, key, and thorough, with clear assignment of people, tasks, and timeframes, along with evaluation of results.

In particular, the province assigned the task to relevant localities and sectors to find solutions to remove obstacles; approve and urge the commencement of all qualified projects. In particular, the province requested localities to urgently review and classify cases with land-related problems, promptly support people to complete legal procedures to be granted Land Use Right Certificates.

Chairman of Cai Lay District People's Committee Huynh Vu Phuong said: Understanding the above difficulties, authorities at all levels have increased propaganda work to raise people's awareness of the benefits of the Program.

Immediately after the Decision to establish the Steering Committee on social housing development, eliminating temporary and dilapidated houses in the district, the Steering Committee developed regulations on organizing activities, assigned each member to be in charge of each field, and organized the implementation of specific tasks.

The Vietnam Fatherland Front Committee of the district and socio-political organizations are responsible for strengthening the propaganda work among members and union members from the district to the commune about this major policy, creating high consensus and unity among the people. At the same time, mobilize and call on organizations and individuals to support, contribute resources and working days to support the subjects, regularly supervise the implementation of construction to ensure the quality of the project and progress according to regulations.

Along with that, coordinate with agencies, units and People's Committees of communes and towns of the district to strengthen propaganda work on radio and television about the mechanism and policy to eliminate temporary and dilapidated houses.

Guide radio stations of communes and towns to effectively exploit the grassroots information system to serve the propaganda of the Party's guidelines and the State's policies and laws in eliminating temporary and dilapidated houses in Cai Lay district.

Head of the Department of Internal Affairs of Cho Gao District, Le Van Chat, said: Together with specialized agencies, localities are currently paying attention to removing difficulties and obstacles regarding land for poor and near-poor households who need to build new houses or repair temporary and dilapidated houses.

The district has focused on synchronously implementing many solutions, including promoting and mobilizing relatives of households to exchange land, split, transfer land use rights, and arrange land plots in accordance with land use planning... to remove land-related problems and speed up the process of eliminating temporary and dilapidated houses in the area. The district requests that relevant agencies pay attention and provide administrative procedure guidance to district agencies.

For specialized agencies and units, the Party Committee and People's Committee of communes and towns are required to continue reviewing and clarifying the origin of land use; based on functions and tasks, proactively guide citizens to complete documents, appraise and submit to the district for consideration and decision. For 28 households that do not yet meet the conditions and criteria according to regulations, the locality has mobilized social resources to provide housing support for people.

Comrade Ly Van Cam, Director of the Department of Home Affairs, said: Through inspection and understanding of the situation of temporary and dilapidated houses in localities, there are still certain difficulties. Therefore, the Steering Committee on social housing development and the elimination of temporary and dilapidated houses in the province is urgently coordinating with units and localities to review, classify and accurately determine the current status, origin, area of ​​use, and conformity with planning for each plot of land. Thereby, developing a plan and roadmap to resolve the issue.

For cases of land use that are not in accordance with the planning, it is recommended that relevant professional agencies review existing planning types as well as the feasibility of the project according to the approved planning, the suitability of planning types with the socio-economic development situation of the locality to submit to competent authorities for approval of adjustments and supplements, facilitating the implementation of programs and projects to eliminate temporary and dilapidated houses.

The Department of Agriculture and Environment has issued guiding documents, including Official Dispatch 150 dated March 10, 2025 on exemption and reduction of land use fees when the State allocates land, allows change of land use purpose, and recognizes land use rights; Official Dispatch 179 dated March 10, 2025 on related guidance on implementing the elimination of temporary and dilapidated houses.

For households using land for the wrong purpose and not yet granted land use certificates, the People's Committees of communes and towns need to require households to immediately register and update land changes. At the same time, all levels, sectors and organizations have been and are promoting social mobilization, support from units, businesses and philanthropists to join hands to eliminate temporary and dilapidated houses in the province.
