Development cooperation has always been central to India’s foreign policy. India has been a steadfast and reliable development partner through the sharing of extensive development experience in various fields over the years.

The ITEC program covers a wide range of activities in many areas: support for the establishment of educational institutions and organizations, support for the provision of faculty and equipment, as well as training of personnel at renowned institutions in India.

Over the years, the programme has trained more than 200,000 personnel from over 160 countries in the civil and defence sectors. Even during the disruption caused by the Covid-19 pandemic, the ITEC programme continued to be delivered regularly through online courses, known as e-ITEC.

In addition to pre-planned multinational training programs, India also offers country-specific training in specific management and skill areas through training programs designed and delivered by leading institutions in India.

ITEC Programme - India-Vietnam's flagship development cooperation programme, started in the 1970s. The presence of over 3400 ITEC alumni in Vietnam reflects the comprehensive Strategic Partnership, especially in the areas of capacity building and - sharing of expertise.

The relevance and usefulness of the ITEC program in Vietnam is demonstrated by the increasing number of ITEC scholarships, currently there are about 200 ITEC civilian and defense scholarships available for Vietnam.

The ITEC program covers human resource development in various fields, from information technology, public administration, small and medium enterprises, business, rural development, parliamentary affairs, journalism, agriculture, renewable energy, water resources, finance, accounting, space science, cyber security..

Similarly, the defence sector has training programmes in peacekeeping, UN security and strategy, defence management, maritime and aviation engineering, logistics and management, oceanography, counter-terrorism & counter-insurgency.

The training and capacity building program in the defense sector under the ITEC program is one of the priority commitments to Vietnam.

ITEC courses at various military training establishments began in the 1990s and since then, more than 1,000 Vietnamese officers have attended various courses at Indian Army, Navy and Air Force training establishments.

Long-term training courses are also organized for Vietnamese officers at prestigious academies such as the National Defence Academy (NDA), Indian Military Academy (IMA), Air Force Academy (AFA), Defence Staff College (DSSC), Defence Military College (CDM) and National Defence College (NDC). India also has Training Teams at the University of Communications, Naval Academy and Air Force Officers School Nha Trang, etc.

ITEC Day is an annual event organized by the Embassy of India in Hanoi and the Consulate General in Ho Chi Minh City to renew the relationship between India and ITEC alumni in Vietnam – who are considered as a bridge to Vietnam by contributing to friendship, mutual understanding and appreciation, especially at the people-to-people level.
