On the morning of October 5, Mr. Ha Huy Dong - Chairman of the Labor Federation of Dien Chau district, Nghe An - said that workers of Viet Glory Company Limited (specializing in manufacturing leather shoes for export) have not yet returned to work.
"This morning (October 5), workers gathered in front of the factory, did not go to work, and then gradually dispersed," Mr. Dong informed.
On the morning of October 4, the interdisciplinary delegation of the Labor Federation and the Department of Labor, War Invalids and Social Affairs of Nghe An province was present, directly grasping the thoughts and aspirations and mobilizing workers to return to work soon.

Mr. Nguyen Van Thuc - Head of the Legal Policy Department, Nghe An Provincial Labor Federation - informed and met with workers. The interdisciplinary delegation recorded a number of additional recommendations from workers in addition to the previous 8 recommendations.
"The case is being resolved in accordance with procedures. At the meeting, we sent new recommendations, mainly regarding maternity benefits, toxic compensation, labor output standards... of workers to the company's board of directors. The company also gave specific explanations for each content," said Mr. Thuc.
According to workers' feedback, the company applies production quotas for a period of 1 week to 10 days. Workers calculate the amount of products completed in 1 day and work within that quota, then the next day will be subject to a higher quota.
In addition, the company delivered the order within 1 month but only after 25 days the production volume was finalized, instead of working for the full 30 days. Therefore, the estimated volume of work in the last 5 days was not calculated, leading to the workers not reaching the set output.
All of the excess product previously produced by the worker to calculate the production bonus is taken to compensate for the part considered to be the missing output.

After receiving feedback from workers through the interdisciplinary delegation, a representative of Viet Glory Company Limited specifically explained the calculation process to provide labor norms (output) for workers.
According to the company representative, when receiving a new order (new shoe shape), the technical department produces samples, then checks, calculates the time and gives the labor rate. This process applies to all companies in the group.
In the first days of making new models, because the workers were not familiar with them, the output was low. Therefore, in the following days, the output had to be gradually increased to reach the established labor standards.
The company representative said that currently, the output of Viet Glory Company Limited in Dien Chau only reaches 50-70% compared to the standards of other companies in the group.
According to Viet Glory leaders, workers do not clearly understand the issue of production standards, the company will explain and disseminate information so that workers understand.
"The establishment of labor norms is regulated in Article 93 of the Labor Code. Labor norms must be applied on a trial basis, must obtain the opinion of the trade union organization and must ensure that the majority of workers can implement them.
Here, the company asserted that it had complied with the regulations, but the workers said that the standards set by the company were too high and could not guarantee output. Regarding this issue, the authorities will check and clarify," Mr. Thuc informed.

Regarding other issues such as maternity leave, at the working session with the interdisciplinary delegation of Nghe An province and Dien Chau district, the company representative admitted that in the past, for female workers who were 7 months pregnant, the company was afraid that the fetus would be too large and unsafe, so they had to take maternity leave.
At present, there is no situation where female workers who are 7 months pregnant have to take time off when not needed.
Pregnant workers will be transferred to lighter production departments. Pregnant workers who have the need and are healthy enough to continue working must report to their supervisor to arrange suitable work and must proactively ensure their own safety.
With recommendations related to welfare issues, the company is continuing to improve in the spirit of hoping that workers will enjoy more benefits to stay with the company for a long time.
After the working session, the interdisciplinary delegation requested the company to issue a notice, clearly explaining specific issues, especially regarding output, working hours, maternity leave, and toxic regimes to workers to promote and mobilize workers to return to work soon.
The delegation also requested the People's Committee of Dien Chau district, after stabilizing the situation, to establish an inspection team to inspect compliance with labor laws at Viet Glory Company Limited.
