17,000 billion VND to build Ho Chi Minh City Ring Road 4 through Dong Nai

The information is mentioned in the official dispatch agreeing on the scale and progress of the implementation of the Ho Chi Minh City Ring Road 4 project, recently sent by Dong Nai province to the People's Committee of Ba Ria - Vung Tau province.

Of the total investment, more than VND 7,800 billion is for site clearance, the rest is for construction costs. The project will be submitted to the People's Council by the Dong Nai Provincial People's Committee for approval at the end of 2023.

It is expected that the project preparation procedures will be completed by the end of this year. The appraisal and approval of the feasibility study report will be carried out in the third quarter of 2024. Compensation, resettlement and construction of some auxiliary works will be completed in the second quarter of 2025. The main items will be constructed in the next two years and the project will be put into operation in the first quarter of 2028.

Currently, the 48 km of Ho Chi Minh City Ring Road 4 through Binh Duong province (the section from Thu Bien Bridge to Saigon River, phase 1) has been approved for investment under the PPP form with a budget of VND18,000 billion. However, the scope of the project does not include Thu Bien Bridge, so Dong Nai is proposing that Binh Duong add this item to ensure synchronous connectivity.

Previously, Ba Ria - Vung Tau province sent a document requesting the People's Committees of Dong Nai, Binh Duong and Long An provinces to consider and agree on the scale and investment progress of phase 1 of the Ho Chi Minh City Ring Road 4 project to synchronously implement the investment plan and progress of this route.

Ho Chi Minh City Ring Road 4 is nearly 198 km long, passing through Ba Ria - Vung Tau, Dong Nai, Binh Duong, Ho Chi Minh City and Long An with a total estimated investment capital of about 100,000 billion VND. The starting point of the project intersects with Bien Hoa - Vung Tau Expressway in Phu My town, Ba Ria - Vung Tau province, the end point connects at Hiep Phuoc port, Ho Chi Minh City.

The project plays a regional connection role, creating a seamless transportation network connecting through highways, national highways, and airports. In particular, the route connects Hiep Phuoc Port Urban Area in South Saigon with the Southern Key Economic Zone and the Mekong Delta.
