Today, October 29, the Department of Education and Training (DoET) held a conference to improve the quality of general education. Vice Chairman of the Provincial People's Committee Hoang Nam chaired the conference.

Quang Tri province currently has 232 general education and vocational education - continuing education (VET - GDTX) institutions. The total number of students is 140,609. The total number of managers, teachers, employees, and contract workers is 13,441; the situation of local surplus and shortage of teachers still occurs.

As of the beginning of the 2024-2025 school year, the entire sector has 4,055 classrooms, the number of solid classrooms reaching 87.84%; most primary education institutions have enough classrooms to implement 2-session teaching/day, the rate is 0.99 classrooms/class; middle and high schools have enough classrooms according to regulations, have subject classrooms to organize practice, experiments and teach foreign languages ​​and information technology.

In general, the facilities and basic teaching equipment meet the requirements of implementing the 2018 General Education Program. Regarding the quality of general education, the average rate of junior high school graduates in 3 years is 99.82%. The average score of the 10th grade entrance exam for the 2024-2025 school year has changed compared to the 2023-2024 school year, but the scores are low: 3/9 districts, towns, and cities (Dong Ha, Quang Tri town, Vinh Linh) have an average score of 3 subjects (Math, Literature, English) above 5.0 points, 6/9 remaining districts have an average score of 3 subjects below 5 points. The quality of the entrance exam in mountainous districts is very low, the average score of 3 subjects in Dakrong district is 2.99 points and Huong Hoa is 3.88 points.

The deviation of the average test score compared to the average final assessment score of grade 9 by subject is very large, from 2 to 4 points. The rate of students passing the high school graduation exam has changed in the past 5 years, from 94.09% (in 2020) to 97.36% (in 2024). In 2020, Quang Tri province ranked 41st out of 63 provinces and cities nationwide, and now Quang Tri ranks 56th out of 63 provinces and cities nationwide.

At the conference, delegates focused on analyzing and clarifying 10 shortcomings and limitations in the work of general education and 10 issues raised for the province's education to make a breakthrough. In particular, it is necessary to promote decentralization and delegation of authority to educational management agencies and educational institutions; have breakthrough policies to perform professional tasks; promote dynamism, autonomy, and self-responsibility of educational institutions; plan schools, classrooms, staff, and educational facilities reasonably; solutions to promote teaching, testing, and assessment in accordance with the substance; digital transformation in education and emulation and reward assessment to create motivation to strive in schools...

In his speech, Vice Chairman of the Provincial People's Committee Hoang Nam highly appreciated the efforts of all levels and sectors, in which the core role of the Education and Training sector has contributed to creating positive changes in the quality of general education in recent times.

Although the quality of education has improved, the ranking from 41/63 provinces and cities to 56/63 provinces and cities is a great loss for the studious land of Quang Tri, which has not kept up with its peers across the country.

To further improve the quality of general education in the province in the coming time, Vice Chairman of the Provincial People's Committee Hoang Nam suggested that it is necessary to continue to do a good job of propaganda, raising awareness among the people and parents of students about the position, policies, and viewpoints on education development and improving the quality of education, about the socialization of education and the responsibility of the whole society to accompany the education sector in developing the education and training career; have a correct understanding of student streaming after junior high school, about vocational training after high school to establish oneself and start a career.

Strengthening the leadership and direction of Party committees and authorities at all levels for the cause of education and training development; linking the results of completing educational criteria with the results of completing the tasks of local Party committees and authorities.

The Department of Education and Training shall preside over and coordinate with relevant departments, sectors and localities to research, complete or develop, and promulgate a number of new mechanisms and policies to manage and encourage the mobilization of investment resources for education; have a regime to encourage and motivate the efforts of managers, teachers, students and the whole society for the cause of education.

Continue to consolidate and develop the network and scale of schools and classrooms; improve facilities for teaching and learning. Develop and expand the scale of ethnic boarding schools and semi-boarding schools to best meet the learning needs of ethnic minority students.

Focus on directing the consolidation and development of continuing education methods, reviewing and arranging vocational education and continuing education centers reasonably to promote their functions and tasks, consolidate the activities of community learning centers, and create lifelong learning opportunities for all those in need in society. Build a team of educational managers and teachers to ensure sufficient quantity and quality to meet the requirements of the 2018 General Education Program. Fully and promptly implement policies for teachers according to regulations.

Innovate and improve the effectiveness and efficiency of educational management; attach importance to quality management and innovate emulation and reward work, contributing to strongly and effectively promoting the improvement of educational quality of schools and the team of managers and teachers in the whole sector. Improve the effectiveness of coordination between all levels and sectors, bringing the quality of education to a new level, meeting the expectations of the government and people of the whole province.
