¿Por qué llamar a la alarma 1, alarma 3?

En el actual sistema de alerta de inundaciones, las inundaciones de los ríos se calculan según tres niveles: Alerta 1 (abreviado: Alerta I), Alerta II (AB II) y Alerta III (AB III). En el Norte, el sistema de alerta de inundaciones se mide en estaciones como: río Thao (en Yen Bai), río Thao (en Phu Tho), río Cau (en Dap Cau), río Thuong (en Phu Lang Thuong), río Luc Nam (en Luc Nam), río Thai Binh (en Thai Binh), río Lo (en Tuyen Quang y Vu Quang), río Hoang Long (en Ben De) y río Rojo (en Hanoi).
