On the afternoon of June 19, the National Assembly held a plenary session in the hall and voted to pass a resolution approving the 2021 state budget settlement.
Accordingly, the National Assembly approved the 2021 State budget settlement; total expenditures balanced the state budget; the state budget deficit was equal to 2.52% of gross domestic product (GDP).

The National Assembly assigned the Government to publicly disclose the 2021 State budget settlement in accordance with the law; direct ministries, central agencies, People's Committees at all levels and units managing and using the State budget to implement drastic and synchronous measures to strengthen financial discipline, order, management, use and settlement of the State budget, and not to repeat the existing problems and limitations that have lasted for many years.
In 2023, continue to implement unfinished resolutions in resolutions of the National Assembly and the National Assembly Standing Committee related to the State budget settlement; have specific solutions to overcome existing shortcomings and limitations.

At the same time, strictly manage expenditures transferred from the State budget; continue to control the State budget deficit and public debt to ensure national financial security and macroeconomic stability; direct competent authorities to continue reviewing, completing documents and considering handling tax debt relief, clearing late payment fines and late payment fees by June 30 to ensure the right subjects and right authority.
The Government urgently studies and completes a roadmap to shorten the process and time for annual state budget settlement and reports to the National Assembly at the 6th session to strengthen discipline and order and improve the efficiency of state budget management and use.
Previously, presenting a summary of the report on the reception and explanation of the 2021 State budget settlement and completing the draft Resolution approving the 2021 State budget settlement, Chairman of the Finance and Budget Committee Le Quang Manh said that in order to synchronize the contents related to the National Assembly's thematic supervision, the National Assembly Standing Committee directed the Government to guide and handle difficulties and problems in payment and settlement of mobilized, collected and spent amounts for the prevention and control of the Covid-19 pandemic.

Many opinions say that the amount of expenditure transferred from 2021 to 2022 is large, increasing in both scale and proportion and has an increasing trend. The National Assembly Standing Committee agrees with the opinions of National Assembly deputies regarding the large amount of expenditure transferred, increasing in both scale and proportion.
In recent times, the National Assembly's resolutions have continuously requested to rectify this situation, but so far there has been no fundamental change. The National Assembly Standing Committee has directed to clarify the existing problems and limitations and requested the Government to direct ministries, branches and localities to carry out tasks and solutions to overcome them.
On the same day, after the National Assembly listened to the Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Law on Prices (amended), the National Assembly voted to pass the Law on Prices (amended).
The Law on Prices (amended) has amended and supplemented prohibited acts in the field of prices and price appraisal, such as: spreading false and inaccurate information about the socio-economic situation, causing disruption of market information, prices of goods and services; taking advantage of emergency situations, incidents, disasters, natural disasters, fires, epidemics to increase the selling price of goods and services inconsistent with fluctuations in total costs compared to normal conditions for profiteering...
