Yen Bai is flexible, determined, and ensures progress.

In 2024, the city will implement 50 projects affecting over 2,700 households and individuals with a total recovered area of ​​nearly 700 hectares. To effectively implement the land acquisition work, the city has implemented many solutions. Accordingly, the city directs the land acquisition work in two forms: first, establishing compensation, support and resettlement councils at the request of investors; second, investors directly sign contracts with the City Land Fund Development Center.

At the same time, the city closely coordinates with investors and related organizations to promptly remove difficulties and obstacles, ensuring the progress of site clearance for works and projects. The city also directs the strengthening of direct dialogue, propaganda and mobilization to listen to the legitimate thoughts and aspirations of the people, on that basis promptly handle and remove difficulties and obstacles, creating high consensus among the people in implementing works and projects. Along with that, the city government resolutely handles cases of deliberate procrastination and opposition according to the provisions of law.

From flexible and drastic solutions, in 2024, the works and projects undertaken by the steering groups for compensation, support and resettlement to implement land acquisition and clearance were closely implemented; 18 works have been completed, and 32 works are being implemented. Many land acquisition and clearance works have been completed with high consensus from the people and determination from the city, such as the Cau Dai stream embankment project, Hao Gia stream embankment, the road connecting Dien Bien street to the road connecting Bach Lam bridge to Van Phu bridge; the project connecting National Highway 32C with National Highway 37 and Yen Ninh street (phase 2), the resettlement area for the Red River flood prevention dike; the project to build a new urban area (land fund on the road from Tuan Quan bridge to Bach Lam bridge); to build a new urban area (land fund behind the new Provincial People's Court), Dong Tam ward, Yen Thinh ward; to build a new rural residential area in Tien Phong village and Phuc Thinh village, Phuc Loc commune...

In reality, the volume of land acquisition for constructions and projects in the city is very large. Therefore, the difficulties arising from the fact that many policies have changed such as the Land Law, Housing Law, Real Estate Business Law (effective from August 1, 2024); changes in policies, compensation prices, support and profiteering from the people in land acquisition... have also greatly affected the efforts of the city government in ensuring the progress of land acquisition for constructions and projects in the area. Right from the first month of 2025, the city has organized many dialogue conferences with households subject to compulsory land acquisition to implement projects.

Most recently, the City's Land Acquisition Enforcement Board held a dialogue conference to mobilize and persuade the families of Mr. Nguyen Van Duong and Ms. Vu Thi Tien to comply with the land acquisition decision, hand over the site for construction and building the expansion project of Au Lau Industrial Cluster, the investment project to build a factory producing packaging, plastic products and plastic additives - LTT Plastic Joint Stock Company; organized a dialogue conference and mobilized households subject to forced land acquisition to implement the project of connecting National Highways 70, 32C, 37 with Noi Bai - Lao Cai Expressway; organized a conference to deploy the plan to enforce land acquisition for households in Gioi Phien commune to implement the project to upgrade National Highway 32C, Hien Luong section - Yen Bai city...

Focus on leading and directing the timely removal of difficulties and obstacles arising in compensation and site clearance work, ensuring that works and projects are implemented on schedule. The city directs the complete completion of the existing problems of the Dynamic Urban Development Project - Yen Bai City Sub-project; the road connecting National Highway 32C with Noi Bai - Lao Cai Expressway to complete the project in site clearance work; completely resolve the existing problems in the site clearance work of the National Highway 32C Upgrade Project (Section I Hien Luong - Yen Bai City); attract investment in industrial parks and items: Kien Phat Paper Factory; Aluminum Production Factory, shaping of supporting industrial products; Packaging Production Factory, plastic products and plastic additives; Lam Phong International Industrial Factory, Truong Minh Biomass Thermal Power Plant... At the same time, the city continues to deploy residential land funds to create revenue for the local budget in the following years.
