Import and export turnover through border gates increased

According to the Quang Ninh Customs Department, in the first 8 months of 2023, the export turnover of Quang Ninh province is estimated at 1.993 billion USD, an increase of 13.8%.

On the other hand, the import turnover of goods in Quang Ninh is estimated at 2.068 billion USD, an increase of 4.7% over the same period in 2022.

Import and export through Mong Cai border gate flourishes

With nearly 119 km of land border and 191 km of sea border with China, Quang Ninh is a province with good trade conditions with China through a system of land and sea border gates. Promoting the advantage of making Quang Ninh soon become an international integration gateway of the Northern Key Economic Zone, a "bridge" of cooperation between Vietnam and ASEAN countries and the Northeast Asia region, the province has strengthened leadership and direction of functional sectors and localities to maintain, expand and improve the effectiveness of foreign affairs and economic cooperation diplomacy with China. Along with that, the province has promoted investment and construction of supporting infrastructure at border gates, put into use expressways... creating favorable conditions for exchange activities and economic development through border gate economic zones.

For example, as of August 27, 2023, Bac Phong Sinh Customs Branch (Quang Ninh Customs Department) has processed procedures for 2,487 declarations, with the total import-export turnover through the area reaching 39.7 million USD.

Compared to the same period in 2022, the turnover increased by 1,122.6% (the same period the turnover reached 3,252,870 USD), the number of declarations increased by 699.7% (311 declarations).

From February 2023, import and export activities at Bac Phong Sinh Border Gate (Hai Ha district) will return to normal after the impact of the epidemic and border trade policies from China.

With a proactive, sensitive and timely spirit, Bac Phong Sinh Border Gate Customs Branch has built a continuous operation plan, organized many meetings, promptly removed difficulties and obstacles for businesses. At the same time, proactively deployed, invited and sought the participation of local authorities to attract more businesses to operate at the border gate.

At Mong Cai border gate, according to information from Mong Cai Border Gate Customs Branch, during the National Day holiday on September 2, the Branch opened 202 declarations for businesses and border residents to import and export goods through border gates and openings in Mong Cai city with a total import and export turnover of more than 12.5 million USD.

From September 1-4, the Department opened 202 import-export declarations with a total turnover of 12,546,227.45 USD, of which: 157 export declarations, turnover of 10,462,701.97 USD; 45 import declarations, turnover of 2,083,525.48 USD. Import-export tax collection during this period reached more than 872.9 million VND.

At Hoanh Mo Border Gate (Binh Lieu District), since the beginning of the year, the leaders of Hoanh Mo Border Gate Customs Branch have focused on implementing activities to support, accompany and attract businesses, through many practical solutions such as organizing dialogues and consultations between customs and businesses; promoting the effectiveness of the team to answer questions and resolve problems for businesses.

Facilitate import and export through border gates

According to information from the Department of Industry and Trade of Quang Ninh, in recent times, the Department of Industry and Trade has made efforts to implement solutions to promote import and export of goods through border gates in the province.

Specifically, for the project to develop pilot policy mechanisms to implement the Vietnam - China border economic cooperation zone (Quang Ninh), the Department of Industry and Trade of Quang Ninh and representatives of units, including: Mong Cai City People's Committee; Quang Ninh Economic Zone Management Board; Working group of the Institute for Strategy and Policy Research of Industry and Trade (Ministry of Industry and Trade) led by the Director of the Institute, conducted a field survey at the (expected) location to build the cross-border economic cooperation zone.

As a result, the Department of Industry and Trade has developed a draft outline of the Project, soliciting comments from departments, branches, sectors, district-level People's Committees and related units with a total of 29 units on the draft outline and Project. Synthesized and completed for submission to the Provincial People's Committee for approval in Decision No. 492/QD-UBND dated May 31, 2023 on approving the outline of the Project to develop a pilot policy mechanism to control the opening of the Vietnam - China cross-border economic cooperation zone (Quang Ninh)).

The Department of Industry and Trade also took the lead in collecting opinions from relevant departments, branches and units (19 units) and submitted Document No. 54/TTr-SCT-m dated June 26, 2023 to the Provincial People's Committee for consideration and approval of the Decision on the establishment of a Working Group and a Support Group to serve the preparation of the "Project on building mechanisms and policies to pilot the implementation of the Vietnam - China Cross-Border Economic Cooperation Zone (Quang Ninh)".

Quang Ninh Department of Industry and Trade also promotes guidance on export procedures (C/O certificates of origin) for companies exporting manufactured products to new markets to enjoy tariff incentives due to the Trade Agreement that Vietnam has signed, such as: An Khang International Import-Export Company Limited exporting fresh durian to the Chinese market, New Century Chemical Fiber Company Limited exporting chemical fiber to the Philippine market...

Import and export capacity through Quang Ninh province's border gates is expected to continue to increase as recently, Quang Ninh province held the inauguration ceremony of the Project to Upgrade Provincial Road 341 (National Highway 18C) Phase 2, connecting Mong Cai Border Gate Economic Zone (Mong Cai city) to Bac Phong Sinh Border Gate Economic Zone (Hai Ha district).

The Project to Improve and Upgrade Provincial Road 341 (National Highway 18C) Phase 2 from Mong Cai Border Gate Economic Zone to Bac Phong Sinh Border Gate Economic Zone is invested by the Quang Ninh Economic Zone Management Board. After the road is put into use, the travel time between the two border gates will be shortened from nearly 1.5 hours to more than 25 minutes.

The completed route will create convenient traffic connections between Mong Cai Border Gate Economic Zone and Bac Phong Sinh Border Gate Economic Zone, gradually completing traffic infrastructure according to the socio-economic development orientation and other basic infrastructure in the border gate economic zones, thereby creating momentum for socio-economic development of Mong Cai city, Hai Ha district in particular and Quang Ninh province in general.

It is expected that by the end of 2023, the bridge across the border river in the Bac Phong Sinh (Vietnam) - Ly Hoa (China) border gate area will be completed and put into operation, contributing to promoting the increasingly developing import and export of goods through the border gate area.
