Mr. Phung Duc Tien - Deputy Minister of Agriculture and Rural Development had a quick discussion with reporters about this issue.
Recently, India, Russia, and the UAE have issued bans on rice exports. Many people believe that Vietnamese rice has many market opportunities. What is your comment on this?
In 2022, we exported 7.13 million tons of rice worth 3.49 billion USD. In the first 7 months of the year, we exported 4.38 million tons worth 2.68 billion USD. It is expected that this year we will produce 43.2 - 43.4 million tons, an increase of 1.8 - 2% compared to 2022.
Vietnamese rice has many market opportunities |
The ban on rice exports by India, Russia, and the UAE is a situation and an opportunity for Vietnamese rice, and a chance for rice growers, especially in the Mekong Delta. The Ministry of Agriculture and Rural Development has also submitted to the Prime Minister a Directive on strengthening rice exports in the new situation.
However, I think many opinions from businesses are very reasonable, that is, when facing difficulties and not being able to sell products, the business community must have a certain amount of sharing, only then can the rice market be sustainably developed.
Our rice price is now higher than that of Thailand and India, which is a huge value. It is expected that this year, rice exports will reach over 7 million tons with a value of 4.1 billion USD.
Over the years, we have ensured domestic food security, contributing to ensuring regional and global food security. With the current market situation, we have seized opportunities to ensure growth, increase value, and share with the regional and international community.
What is the basis for us to seize market opportunities from now until the end of the year, sir?
Currently, 85% of our rice varieties are new rice varieties, 89% are high-quality rice and we are building a project to sustainably develop 1 million hectares of high-quality specialized rice associated with green growth in the Mekong Delta.

Our rice crop only lasts 3 months. Therefore, in the future, with 85% new rice varieties, along with cultivation processes suitable for each region, field protection with much experience, along with expanding part of the area and monitoring, circulating, managing pesticides... the crops will be successful. Contributing to ensuring food production for domestic food security with nearly 100 million people and for processing, storage, seeding and export.
How will the coordination between ministries, branches, localities and enterprises be carried out to seize this market opportunity, sir?
Rice export, in addition to production under the responsibility of the Ministry of Agriculture and Rural Development and localities, also has the role of other ministries and branches.
Therefore, the Ministry of Agriculture and Rural Development has just issued an Official Dispatch to the Prime Minister to issue a Directive on strengthening rice export in the new situation.
The Directive will define the solutions and responsibilities of the parties. When the Directive is issued, we will communicate to agencies, localities, as well as the responsibilities of ministries and branches so that they can coordinate closely with each other.

Currently, localities are focusing on accelerating the progress of planting Winter-Spring rice and Autumn-Winter rice, caring for and harvesting Summer-Autumn rice, all crops are growing well. As of mid-July, the whole country has planted 6,175.3 thousand hectares of rice, down 0.8% over the same period last year; harvested 3,677.4 thousand hectares, down 0.8% with an average yield of 65.7 quintals/ha, up 0.8 quintals/ha, the harvested output is over 24.1 million tons, up 0.4% over the same period last year. |
