The Ninh Binh Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments, branches, provincial Project Management Boards, and People's Committees of districts and cities to promptly announce construction price indexes, construction material prices (quarterly or earlier if necessary), construction labor unit prices (annually or earlier if necessary) to ensure completeness, consistency with market prices, and compliance with legal regulations; proactively advise the Provincial People's Committee to coordinate with the Ministry of Construction to issue specific norms in localities with new construction technology, construction conditions, and construction materials or those not yet included in current norms.
At the same time, preside over and coordinate with the Department of Natural Resources and Environment, the Department of Transport, the People's Committees of districts, cities and related units to continue reviewing mineral mines for filling materials in the province, proactively coordinate with neighboring localities to plan and license mineral mines for filling materials to ensure sufficient materials according to the schedule for the construction needs of key and focal transport projects in the province.
In addition, the provincial Project Management Boards, project investors and relevant units must carefully review and evaluate construction material survey records; ensure sufficient sources, exploitation capacity and quality of materials according to regulations provided for the project.
The Department of Natural Resources and Environment, the Department of Construction, and the People's Committees of districts and cities shall closely coordinate with investors and contractors to negotiate with owners on land transfer and lease prices to ensure they are consistent with the compensation price levels prescribed by the State, and to prevent speculation, price increases, and price pressure. There shall be sanctions to handle cases of intentional price increases, price pressure, and land speculation in mining areas; and to remove obstacles related to reforestation, conversion of forest use purposes, and conversion of forest and rice land use purposes.
Currently, in Ninh Binh province, there are 14 licensed quarries for soil and rock for filling materials with a total remaining exploitation reserve of about 39.1 million m3, of which the total exploitation capacity of the above quarries is about 3.39 million m3/year. These quarries are scattered in Nho Quan, Yen Mo districts and Tam Diep city.
Meanwhile, two expressway projects in Ninh Binh province, namely the Ninh Binh - Hai Phong expressway investment project, the section through Ninh Binh province and the North - South expressway expansion project in the East, Cao Bo - Mai Son section, are proposed to have capital allocated from the increased central budget revenue in 2022, and are allowed to disburse until the end of 2025 (about 2 years).
The current mining capacity of operating mines is not enough to meet the volume and progress of material supply required by the above-mentioned highway projects.
Therefore, the People's Committee of Ninh Binh province has sent a document to the Ministry of Planning and Investment to synthesize a report for the Prime Minister to consider and submit to the National Assembly to apply a special mechanism in the exploitation of minerals for common construction materials.
