On the morning of November 29, at the National Assembly House, immediately after the closing of the 6th Session of the 15th National Assembly, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong chaired a press conference to announce the results of the session.
Reporting on the results of the 6th Session, Director of the Information Department Hoang Thi Lan Nhung said that after 22.5 working days (phase 1 from October 23 to November 10, 2023; phase 2 from November 20 to the morning of November 29, 2023), the 15th National Assembly has completed the entire proposed program.
The National Assembly passed 7 laws, 9 resolutions, gave third opinions on 1 draft law, gave second opinions on 1 draft law, and gave first opinions on 8 other draft laws.
Providing more information about the content of the session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the fact that the 6th session of the National Assembly has not passed the Land Law (amended) and the Law on Credit Institutions (amended) shows caution, responsibility, and meets the requirements of life.
At the same time, this also ensures that draft laws are sustainable, especially without conflict or overlap with other legal documents because during the discussion process at the National Assembly, there are still different opinions, and it is necessary to have time to carefully consider and assess the impact of the policy.
"When a policy is issued but its impact has not been thoroughly assessed, it will be very difficult to amend the Law later," said Mr. Bui Van Cuong.

The Secretary General of the National Assembly and Head of the National Assembly Office also informed that they are currently seeking opinions from competent authorities on organizing an extraordinary session in January 2024 to consider a number of important issues regarding law as well as socio-economic development.
Responding to the press about issues that need to be further improved in the above two draft laws, Standing Member of the Economic Committee Pham Thi Hong Yen said that, regarding the draft Land Law (amended), up to now, in addition to the issue of having agreed on the revision options, there are still some major contents that need to continue to study and perfect policies, and conduct a review of the entire draft law and draft guiding documents.
Specifically, the contents that need to continue to be studied and designed for optimal solutions include: Implementation of commercial housing, mixed housing projects for commercial and service businesses; the relationship between land recovery cases and agreements on land use rights to implement socio-economic development projects without using State budget capital; issues of land fund exploitation management; cases of applying land valuation methods as well as using national defense and security land combined with economic purposes; cases of foreign-invested economic organizations receiving real estate project transfers...

Regarding the Law on Credit Institutions (amended), Ms. Yen said that the National Assembly Standing Committee has commented three times, however, there are still some issues with different opinions and these are three extremely important issues: Early intervention, special control, and special lending to credit institutions.
These are extremely important issues, affecting the security and safety of the credit institution system in particular and national financial safety in general, and related to the use of State resources.
Responding more specifically to the land valuation method, Standing Member of the Finance and Budget Committee Tran Van Lam said that among the 6 major issues that need further research to choose the optimal solution, there is land valuation.
“This is a very complicated issue. The draft is proposing many methods, each method is only suitable in certain cases. The final choice must be based on both solving current problems and being suitable for long-term practice,” said Mr. Lam .
