Identifying that the system of residential cultural houses plays an important role in improving the spiritual life of the people; being a place for cultural and community sports activities, while preserving and promoting the traditional cultural values of each locality, Phu Ninh district has mobilized investment resources, flexibly applied socialization policies to build synchronous facilities and cultural house institutions, and improve the quality of activities of residential cultural houses.
The cultural house of residential area No. 10, Phu Ninh commune was newly built, spacious and airy, meeting the meeting and living needs of the people.
Phu Ninh district currently has 1 town, 16 communes with 183 residential cultural houses. Based on the current situation, in 2021, Phu Ninh District Party Committee issued Resolution No. 87-NQ/HU, dated December 7, 2021 on renovating, upgrading and perfecting the cultural house institutions in residential areas in Phu Ninh district in the period of 2022-2024 with the goal of fully and synchronously completing the system of residential cultural institutions in the district.
From the objectives of the Resolution, in the period of 2022-2024, Party committees, authorities from district to grassroots levels and the People have actively participated; the work of mobilizing and raising awareness for people about the position, role and responsibility of building a system of cultural houses in residential areas in building cultural life has been promoted; many activities have been organized to integrate the Movement "All people unite to build a cultural life" with the construction of new rural areas, advanced new rural areas and civilized urban areas.
After more than 2 years of implementing the Resolution, up to now, the whole district has had 170/183 residential cultural houses invested in renovation, upgrading, and completing the institutions, of which 40 cultural houses were renovated or newly built, 83 cultural houses were partially renovated and 47 houses were supported to be renovated. The total implementation cost is over 28 billion VND, of which socialized sources are over 22 billion VND.
In the first months of 2024 alone, the district has renovated and upgraded 39 cultural houses in 5 communes: Binh Phu, Tien Du, Le My, Phu Loc, Gia Thanh and Phong Chau town, of which 26 cultural houses have been completed, and 13 cultural houses are being renovated, upgraded, and completed with facilities, expected to be completed in the third quarter of 2024.
Affirming the role of new construction, renovation and upgrading of cultural houses in residential areas, comrade Nguyen Quang Hung - Head of the District Department of Culture and Information said that the renovation, upgrading and completion of cultural houses in residential areas in the district is a necessary task to review and evaluate the current situation, clearly identify the role, meaning and goals of cultural houses in residential areas, thereby proposing appropriate solutions to build and complete cultural houses in residential areas, meeting the needs of creativity, enjoyment of culture, sports, entertainment of all classes of people, actively contributing to the implementation of the tasks of economic, cultural and social development, building new rural areas and civilized urban areas in the district.
As one of the newly built cultural houses according to the Resolution's policies and plans in the first phase, the cultural house of residential area No. 10, Phu Ninh commune has been promoting the role and effectiveness of meeting activities, life and activities of people in the area.
Party Cell Secretary, Head of Residential Area Nguyen Van Thuan said: After being newly built since 2022 on an area of 1,300m2 , the cultural house has all the items: Meeting house, dome house, children's playground... with a total budget supported and mobilized from social sources of over 1.2 billion VND. The good news is that during the process of building the new cultural house, people in the residential area have unanimously, helped, proactively and actively contributed resources, thereby creating conditions for people to promote their ownership, effectively implementing the Movement "All people unite to build a cultural life", "All people exercise following the example of great Uncle Ho".
The presence of residential cultural houses with spacious and airy appearance, fully equipped with audio-visual equipment and facilities, serving local cultural, information and sports activities is a clear demonstration of the synchronous participation of Party committees, authorities and the consensus of the people. Phu Ninh district strives to achieve the goal that by the end of the third quarter of 2024, 100% of residential cultural houses will complete the renovation, upgrading and completion of institutions.
Along with that, the district continues to mobilize resources to invest in building sports facilities and equipment inside the cultural house to create the best conditions for people to participate in cultural, artistic and sports activities in the community.
