The conference to sign the Regulations on coordination in environmental protection in industrial zones recently organized by the Provincial People's Committee is a concrete step to strengthen the connection between management agencies and infrastructure investment enterprises. This is considered one of the practical solutions, contributing to realizing the goal of building an effective ecological industrial zone, developing industry associated with environmental protection, towards a green, circular and sustainable growth model that Binh Duong is steadfastly pursuing.
Transformation from green development
Binh Duong is affirming its position as one of the leading industrial centers in the country, with an occupancy rate of industrial parks (IPs) reaching over 93.77%. With synchronous IP infrastructure, a standard wastewater treatment system, and the development of a separate IP model, Binh Duong has become the "industrial capital" of the country. Among them, the Vietnam - Singapore IP has been honored for many consecutive years in the province's "Green List", a prestigious ranking for IPs that perform well in environmental protection (EP). This is a testament to the province's efforts in balancing economic development and environmental protection. Many other IPs are also aiming to be on the "Green List", contributing to enhancing the image of green - clean - sustainable IPs in Binh Duong.
With the goal of industrial development that cannot be separated from the responsibility of environmental protection, Binh Duong is developing ecological industrial parks based on the results of the pilot conversion at industrial parks in Bau Bang district, including Bau Bang Industrial Park, Bau Bang Expanded Industrial Park and Cay Truong Industrial Park. Bau Bang district leaders said that the locality is taking advantage of its large land fund and geographical location to become the northern innovation - industrial center of the province. According to the District Construction Planning Project to 2040, Bau Bang is oriented to develop according to the industrial - service - agricultural model, in which priority is given to attracting investment in high-tech, environmentally friendly industries. By 2030, the area of industrial parks in the district will expand to more than 4,076 hectares, after 2030 it will reach more than 6,150 hectares. Enterprises operating in this area are required to apply clean production solutions, circular economy, and reduce greenhouse gas emissions. At least 20% of enterprises in industrial parks must use resources effectively and 10% of enterprises must participate in industrial symbiotic chains.

According to the content of the signed Regulation on coordination in environmental protection work in industrial zones, the parties will closely coordinate in directing, exchanging information, improving the capacity to attract investment, propagating laws and supervising environmental protection. In particular, the Provincial Industrial Zones Management Board (IPMB) plays a focal role in guiding and supporting enterprises to comply with environmental laws, promoting administrative reform and promoting the attraction of environmentally friendly industries. Infrastructure investors are responsible for providing technical data such as wastewater reception capacity, treatment system maintenance plans, and information on secondary enterprises, thereby helping the Provincial IPMB have a basis for comprehensive and timely inspection and supervision. The parties will coordinate in organizing propaganda activities, disseminating environmental laws to enterprises in the IP, and at the same time jointly inspecting the implementation of environmental protection commitments, appraising environmental impact assessment reports and participating in handling violations when they arise.
Mr. Truong Van Phong, Deputy Head of the Provincial Industrial Park Management Board, affirmed that the signing of this coordination regulation represents a step forward in the approach to industrial park management, shifting from “unilateral management” to “multi-dimensional cooperation”, from control to development companionship. This is an important foundation to help Binh Duong not only maintain industrial growth momentum, but also gradually realize the goal of transforming into an ecological industrial park model that develops effectively, modernly, environmentally friendly and sustainably.
Ms. Ta Khiet Chi, Deputy General Director of Viet Huong Group, shared that Viet Huong Industrial Park was established in 1996 and during its operation, it has always received timely support and guidance from the Provincial Industrial Park Management Board on investment procedures and compliance with environmental laws. The signing of the coordination regulations helps the parties better understand their roles and responsibilities to coordinate closely, improve work efficiency, and facilitate investment attraction. This is a step in the right direction, promoting effective state management and demonstrating the determination of the provincial government to accompany the business community.
Mr. Le Vu Truong Son, Manager of Tan Dong Hiep A Industrial Park (Di An City), said that information exchange, coordination of inspection and supervision between parties will help improve environmental quality in the industrial park, while supporting secondary enterprises to comply with the law, aiming to build an ecological industrial park model in line with the province's orientation. Currently, the industrial park investor regularly inspects the compliance with environmental regulations of enterprises in the industrial park, and promptly reports to the Provincial Industrial Park Management Board. Tan Dong Hiep A Industrial Park is adjusting and upgrading the wastewater treatment system to better meet environmental protection requirements.
Mr. Bui Minh Tri, Vice Chairman of the Provincial People's Committee, affirmed that the signing of the Regulations on coordination in environmental protection work in industrial parks is a political and administrative commitment between the parties, demonstrating the determination in environmental protection, aiming at developing green, circular and sustainable industry. In addition to the commitment to responsibility, Binh Duong also clearly defines the role of departments and branches in inspecting, urging and supporting enterprises to improve environmental treatment technology.
