Sustainable industrial park planning
The year 2024 marks a strong turning point in the planning and development of industrial parks (IPs) in the province, with a focus on linking economic development and environmental protection. According to the Provincial Planning for the period 2021-2030, with a vision to 2050, by 2050 Binh Duong will have 48-50 IPs with a total area of 25,000 hectares.
Currently, Binh Duong has established 29 industrial parks, of which 28 are in operation. Regarding construction planning, the Provincial Industrial Park Management Board is synchronously implementing many planning levels. At the general planning level (scale 1/5000), a number of new industrial parks are being promoted for planning such as: Dat Cuoc Industrial Park has completed the planning task and was approved in Decision No. 2600/QD-UBND of the Provincial People's Committee dated September 10, 2024; Mechanical specialized industrial park (Bac Tan Uyen 1 Industrial Park) is carrying out bidding procedures to select contractors; Vinh Lap Industrial Park is in the planning stage to select contractors to develop planning projects. At the zoning planning level (scale 1/2000), Binh Duong has completed the local adjustment of the planning for My Phuoc 1 Industrial Park and My Phuoc 2 Industrial Park. Regarding the detailed construction planning (scale 1/500), many important projects have been approved such as: Vietnam - Singapore Industrial Park III (phase 2) with a scale of 803.55 hectares; Cay Truong Industrial Park with an area of 700 hectares; at the same time, the local adjustment of the planning of BW Supply Chain City Industrial Park (74.88 hectares) to match the new development orientation.
Mr. Truong Van Phong, Deputy Head of the Provincial Industrial Park Management Board, said that in recent times, investment in environmental technical infrastructure in industrial parks has always been focused on. Up to now, 28 industrial parks operating in the province have built centralized wastewater treatment systems with a total design capacity of nearly 190,000m³/day. Most enterprises in the industrial parks have completed wastewater connections and invested in emission treatment systems that meet standards before discharging into the environment. The Management Board has also proactively advised the Provincial People's Committee to issue regulations on coordination in environmental protection in industrial parks, and at the same time, developed a set of criteria for evaluating ecological industrial parks - an important foundation towards the goal of sustainable development.
Enterprises actively protect the environment
A representative of Nitto Denko Vietnam Co., Ltd. (Vietnam - Singapore Industrial Park 1) said that the company specializes in manufacturing high-tech products for the electronics industry. The company has built a wastewater and exhaust gas treatment system that meets standards. All waste is collected and treated in accordance with regulations. The company dedicates 20% of the campus area to developing green areas, contributing to improving the climate and landscape of the factory. The company has achieved ISO 14001:2015 environmental management system certification and ISO 45001:2018 occupational health and safety management system certification assessed and certified by Bureau Veritas. According to the Provincial Industrial Park Management Board, in addition to the remarkable results in environmental protection, the control of waste sources, especially emissions at some enterprises in the industrial park, is still not really optimal. Although many enterprises have invested in emission treatment systems, due to the lack of specialized measuring equipment and some active substances do not have specific standards and regulations for comparison, the assessment of treatment efficiency is still difficult. This also partly affects the appraisal, inspection and supervision work from the authorities.
In addition, the number of enterprises with a team of specialized environmental officers who are well-trained and have a deep understanding of technical expertise and legal regulations is still low. This leads to the implementation of environmental protection solutions in some enterprises not being carried out in a synchronous and comprehensive manner. In addition, the time for submitting environmental reports of enterprises often coincides with the time when the Provincial Industrial Park Management Board prepares a summary report, causing certain pressure on the process of summarizing and reporting to the Provincial People's Committee.
Faced with the above difficulties, the Provincial Industrial Park Management Board recommends continuing to strengthen and improve the environmental management apparatus at industrial parks; proposing that the Ministry of Agriculture and Environment soon develop software or an online platform so that businesses can update and send reports more quickly, conveniently and synchronously. “We do not only stop at the role of inspection and supervision, but also always strive to accompany businesses in developing waste treatment plans and environmental incident prevention plans. Each business has an important role in maintaining sustainable development, in which environmental protection is a very important task,” Mr. Truong Van Phong added (to be continued).
The province's industrial parks currently have 3,236 investment projects, including 2,543 foreign-invested projects with a total registered capital of 30.65 billion USD and 693 domestic projects with a total registered capital of 95,840 billion VND. In 2024, the Provincial Industrial Park Management Board granted 138 environmental licenses to projects in the industrial parks, and closely coordinated with the Ministry of Agriculture and Environment and the Department of Agriculture and Environment to monitor the implementation of the Law on Environmental Protection. |
