Speed up disbursement of investment capital and capital for national target programs

On April 17, 2025, the State Treasury (KBNN) Region VI issued Document 116/KBVI-NVI on accelerating the disbursement of investment capital, capital for national target programs and strengthening the management of investment capital advances.

Accordingly, to contribute to promoting the allocation and disbursement of public investment capital in 2025, handling outstanding debts in basic construction and finalizing completed projects under the public investment capital plan, 3 national target programs in 2025 in Cao Bang province, the State Treasury of Region VI requests investors and project management boards transacting at transaction offices No. 8,9,10,11,12,13,14,15 to closely coordinate with financial agencies at the same level and the State Treasury where the transaction takes place in implementing the entry and approval of capital plans into the budget and treasury management information system (TABMIS), completing the procedures for granting budget relationship unit codes and opening payment accounts as a basis for entering budget estimates according to regulations.

Promote electronic transactions through the online public service system of the State Treasury, timely disburse funds as soon as the project volume is completed, avoiding the situation where the volume is completed but payment cannot be made. Recover and pay to the state budget receivable debts according to the decision approving the final settlement of completed projects by competent authorities.

Strictly comply with the public investment disbursement plan and the 3 national target programs for each month and quarter that have been developed. Have specific solutions to accelerate the progress of construction projects from the preparation stages to completing project payment records. Review and prioritize disbursement for projects and capital plans for 2024 that have been extended for implementation and disbursement to 2025.

Strictly implement Directive No. 20/CT-TTg dated July 12, 2024 of the Prime Minister on rectifying and strengthening the management of advances for public investment capital from the state budget of ministries, central and local agencies. Focus on reviewing and completing payment records for advances, especially advances that have been overdue for many years (if any), and send them to the State Treasury where the transaction takes place to complete payment procedures, check the advance balance to ensure the recovery of all advanced capital according to regulations.

Through monitoring the disbursement of investment capital, capital for national target programs, and the management of capital advances at transaction offices of the State Treasury of Region VI in Cao Bang province, the disbursement data up to March 31, 2025 was VND 219,785 million, reaching 5% of the capital plan assigned by the Prime Minister, reaching 5% of the capital plan implemented by the locality in 2025, down 2% compared to the disbursement rate in the same period in 2024, the total advance balance in the province up to March 31, 2025 was VND 991,309 million.
