To make the digital transformation process effective and practical, the Standing Committee of Quang Binh Provincial Party Committee has issued an action program to implement Resolution No. 57-NQ/TW of the Politburo with many breakthrough solutions for science and technology development, innovation and comprehensive digital transformation.
Transforming strongly thanks to digital platform
Quang Binh tourism industry has identified digital transformation as one of the key and top tasks to leverage the development of the province's tourism. At the event displaying innovation achievements held in Hanoi in early October 2024, some typical images and products of Quang Binh tourism were selected by Meta Group and Google to introduce new technologies and cooperation with Vietnam.
It is a virtual reality tour to conquer Son Doong - the world's largest cave, which has been chosen by Meta Group as a typical product to introduce the application of promotional programs through Meta's VR (Virtual Reality) system - part of Metaverse virtual universe technology.
When experiencing this tourism product, visitors can feel the authenticity of standing in the world's largest cave, among giant stalactites, listening to the wind whistling through the crevices and witnessing the magical beauty of nature.
In addition, at Google's exhibition space, images of typical tourism products of Quang Binh such as Son Doong cave, Phong Nha, Tan Hoa tourist village... in the photo collection Wonder of Vietnam on Google Cultural Library were introduced, attracting the attention of delegates and young people.

According to the representative of the Department of Culture, Sports and Tourism of Quang Binh province, not only Son Doong cave, but recently, the unit has coordinated with businesses to build a virtual reality tourism system platform on digital maps, VR360 technology for famous tourist destinations and historical sites to promote and introduce to tourists.
At the same time, the department coordinates with units to deploy data digitization; complete and improve the efficiency of management and promotion of Quang Binh tourism on digital platforms in many languages.
Thanks to the application of digital technology, up to now, the data system on accommodation, travel, and destinations in Quang Binh has been connected seamlessly so that tourists can easily look up information.
Recently, Nhan Dan Newspaper and its partners have supported Quang Binh province in promoting tourism through the installation of NFC chip-mounted boards (near-field wireless connection technology) at famous historical, cultural and tourist sites in the province.
This is a tool for the province to implement its digital transformation strategy, combining official information and data with technology and creative ideas to vividly and effectively promote important historical and cultural events and local tourism products.
In order to promote digital transformation and improve the effectiveness of state management, Quang Binh province has deployed the Digital Citizen application (QUANGBINH-S) to help connect people and businesses with the government quickly and effectively.
The application provides three main functional groups with more than 20 basic services and utilities, including: Interaction with government agencies; news communication; smart urban utility group.
People only need to log in once with the account registered on the QUANGBINH-S application to use all the utility services in the application. When there is information from the authorities, the application will automatically send a notification message to the people.
Director of the Information Technology and Communications Center of Quang Binh province Nguyen Vinh Hue said that in the coming time, the Digital Citizen application will continue to upgrade and perfect the data connection of sectors and fields in the province to bring the best experience to users.
In particular, the application will be upgraded, using the login method using the account of the electronic identification and authentication system (VNeID).
According to the Department of Science and Technology of Quang Binh, currently all commune, ward and town centers in Quang Binh have broadband internet fiber optic connections. 3G and 4G networks cover more than 98.1% of residential areas. The percentage of adult population with smartphones is 74.3%. The percentage of households with broadband internet fiber optic connections is 72.2%.
The province's electronic data center was deployed to serve digital transformation in the direction of cloud computing technology, and was operated stably. More than 1,000 administrative procedures of the province were built, integrated, and connected to provide online public services, reaching a rate of 100%.
The rate of online public services integrated into the National Public Service Portal reaches 100%.
Towards digital Party and digital government
In addition to the achieved results, Secretary of the Quang Binh Provincial Party Committee Le Ngoc Quang frankly acknowledged that the province's digital transformation progress is still slow, unsynchronized and has not met expectations.
Specifically, according to the assessment of the Ministry of Information and Communications, in 2023, Quang Binh ranked 46th out of 63 provinces and cities in digital transformation, of which digital government ranked 48th, digital economy ranked 36th, and digital society ranked 33rd. The database system of departments and branches is not yet connected and integrated; the ability to exploit and use is limited.
The telecommunications network is not yet widely covered, especially in remote areas. The percentage of households with fiber optic broadband internet connection is 72.2%, but still lower than the national average (82.3%).
Although the province has deployed online public service portals at levels 3 and 4, the rate of online processing of records has only reached 57.42%, while the target is 70%.
The number of specialized and part-time staff in charge of information technology, digital transformation, and network security in sectors, units, and localities is not sufficient; the capacity to advise, organize, deploy, and implement does not really meet the requirements of the task.
Local enterprises have not yet taken full advantage of digital transformation, with only 58.5% of enterprises in the province applying digital platforms to production and business activities.
In order to effectively implement Resolution No. 57-NQ/TW and achieve the goal of reaching advanced levels of science-technology and innovation in a number of advantageous fields by 2030, Quang Binh province has just signed a cooperation agreement with the Military Telecommunications and Technology Group (Viettel) for comprehensive digital transformation to realize the Quang Binh Provincial Planning for the 2021-2030 period, with a vision to 2050.
The cooperation agreement includes 14 contents, focusing on cooperation in deploying digital infrastructure, digital government, digital economy and digital society, and building a model of "Digital Party - Digital Government" at the provincial level in Quang Binh.
The Secretary of the Quang Binh Provincial Party Committee said that we hope to have the companionship and support from Viettel to promote digital transformation, build a centralized and modern data management and operation system for the Quang Binh Provincial Party Committee.
The province will closely coordinate with telecommunications units, including Viettel, to expand the telecommunications network, ensuring 4G/5G coverage to remote areas.
Along with that is the deployment of a shared data system, ensuring smooth connection between departments and branches, improving the capacity to store and process centralized data.
Viettel supports and cooperates in building the province's intelligent operations center (IOC), helping to manage urban areas, security, traffic, health, and education on a digital data platform.
In addition, cooperation in upgrading the online public service portal in a more user-friendly direction, integrating artificial intelligence (AI) to support people to use it more easily. Promoting the use of electronic identification and digital signatures in administrative transactions.
As the No. 1 leader in digital infrastructure and digital transformation in Vietnam, the leaders of Quang Binh province requested Viettel to support in-depth training on digital technology for local officials, civil servants, public employees and businesses; and promote digital skills training programs in the community.
To build modern digital infrastructure, Viettel Quang Binh has recently started construction and upgrading eight BTS stations located along Road 20 Quyet Thang, in the two border communes of Tan Trach and Thuong Trach, Bo Trach district.
Deputy Director of the Department of Science and Technology of Quang Binh province Pham Thanh emphasized that efforts to promote investment in building BTS stations in border areas, remote areas, and ethnic minority areas not only serve the information needs of people, contribute to socio-economic development, and fulfill national defense and security tasks, but are also an important factor in developing digital government and digital society in these areas.
The representative of Viettel Quang Binh's leadership said that in the coming time, when implementing the arrangement of administrative units on a larger scale, information technology will play an even more important role in the direction and operation work.
In the spirit of “as technology advances, no one is left behind”, Viettel will continue to accompany localities in developing the network, covering remote areas to meet the digital transformation in the new period.
