Improving the capacity and effectiveness of trade defense investigations

The Ministry of Industry and Trade issued Decision No. 3649/QD-BCT dated December 30, 2024 approving the Project "Building a database of domestic manufacturing industries to improve the capacity of trade defense investigation and monitor the effectiveness of trade defense measures to protect domestic production in the context of international economic integration in the period 2025-2030" (Project).

The implementation of the Project is to build a comprehensive database of domestic manufacturing industries related to trade defense measures to improve the capacity and effectiveness of trade defense investigations; at the same time, monitor and evaluate the effectiveness of trade defense measures, playing a strategic role in protecting domestic production in the context of international economic integration and ensuring fair competition in the domestic market.

Specific goals

Perfecting the mechanism to guide the implementation of databases of domestic manufacturing industries

By 2026, develop and issue specific guidelines for establishing, operating, and sharing databases of the domestic manufacturing industry. At the same time, complete security standards and data integration to ensure that the information collection and analysis process is accurate and effective.

By 2030, complete the mechanism for connecting and sharing databases of domestic manufacturing industries among state management agencies.

Building a database of domestic manufacturing industries

By 2026: Complete the database of 5 domestic manufacturing industries whose goods are related to applied trade defense measures and domestic manufacturing industries whose goods are related to trade defense investigations that may be initiated.

By 2030: Complete the database of 20 domestic manufacturing industries whose goods are related to applied trade defense measures and 6 domestic manufacturing industries whose goods are related to trade defense investigations that may be initiated, update the data of domestic manufacturing industries that already have databases.

Developing software and tools to support data analysis of domestic manufacturing industries

By 2026: Develop shared software to serve the collection and analysis of data from domestic manufacturing industries and predict possible scenarios, and deploy data sharing utilities between state agencies and business users.

By 2030: Optimize data sharing and exploitation among agencies and businesses, ensuring effective service for the investigation and monitoring of trade defense measures.

Enhance awareness and capacity of officials and businesses in managing and using data of domestic manufacturing industries.

By 2026: Train and raise awareness of officials in state management agencies on the responsibility of providing and managing data of domestic manufacturing industries. 30% of enterprises in manufacturing industries have databases that are licensed to exploit and have the ability to look up data information of domestic manufacturing industries.

By 2030: Ensure all staff have the knowledge and ability to use data from domestic manufacturing industries. 80% of enterprises in manufacturing industries have databases that are licensed to exploit and have the ability to look up data information from domestic manufacturing industries.

Decision No. 3649/QD-BCT takes effect from the date of signing (December 30, 2024).

In the Decision, the Department of Trade Remedies is assigned to preside over and coordinate with relevant agencies and organizations to organize the implementation of the Project, periodically report to the Minister on the results of the project implementation; the Department of Industry and the Department of Chemicals and units under the Ministry coordinate with the Department of Trade Remedies to identify necessary information related to domestic manufacturing industries to serve state management work according to functions and tasks to effectively exploit the database.
