Prime Minister Pham Minh Chinh and the delegation of central ministries and branches began the second working day at the construction site of Ho Chi Minh City's Ring Road 3.

On the morning of February 13 (the 4th day of Tet), Prime Minister Pham Minh Chinh and the delegation of central ministries and branches continued the second working day of their southern working trip at the Ho Chi Minh City Ring Road 3 project, part of component project 1, through Thu Duc City.

Reporting to the Prime Minister's working delegation, Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that Ho Chi Minh City Ring Road 3 currently reaches 11.3% of the total volume.

This year, the Board focuses on accelerating 6 main construction packages, aiming to complete 75% of the volume, basically open the route by 2025, and complete the entire project by 2026.

As part of the overall project, Nhon Trach Bridge, invested by My Thuan Project Management Board (Ministry of Transport), has now reached more than 60% of the total volume, nearly 5 months ahead of schedule. On Ho Chi Minh City Ring Road 3, Nhon Trach Bridge crosses Dong Nai River and plays a role in connecting Ho Chi Minh City with Dong Nai.

Specifically, the end point of Nhon Trach bridge at Km 12+600 will connect to the starting point of component project 1 via 540m of approach road from the bridge to Km 13+140 (starting point of component project 1).

As for component project 1 of the construction of Ring Road 3 through Ho Chi Minh City (including Thay Thuoc Canal Bridge), the project has 14 construction packages, including 10 main construction packages and 4 auxiliary packages for operation.

Up to now, there are 4 main construction packages under construction: package 3 (Thu Duc city), package 6 (Cu Chi district), package 8 (Hoc Mon district), package 9 (Binh Chanh district).

Mr. Tran Van Thi, Director of My Thuan Project Management Board (Ministry of Transport), said that the Nhon Trach bridge project is expected to be completed on the occasion of April 30, 2025. To ensure progress, Mr. Thi proposed that the Prime Minister direct Dong Nai province to hand over the entire clean project site in February this year.

Mr. Luong Minh Phuc also reported to the Prime Minister that the demand for sand for the entire project is about 9.3 million m3. However, up to now, when the expressway projects are implemented simultaneously, the sand supply is facing many difficulties, most of the projects have started but have not yet determined enough sources of construction materials.

Mr. Tran Van Thi also said that the demand for the remaining volume of sand for the roadbed of the Component 1A project (Tan Van - Nhon Trach section) is quite large. About 340,000m3 is needed to complete the sand loading work in the second quarter.

Therefore, the My Thuan Committee recommends that the Ministry of Transport propose to the Prime Minister to consider and direct the leaders of the provinces with material mines to pay attention to, support, and prioritize materials for component project 1A.

At the meeting, Minister of Transport Nguyen Van Thang reported that the Prime Minister had worked with relevant parties on finding sand sources for key projects, especially priority highway projects.

"6 million cubic meters of sand for Ho Chi Minh City's Ring Road 3 is not too large, the reserves in the Mekong Delta can meet the demand. However, many localities have not mobilized all of it. In addition, the Ministry of Transport is coordinating with the Ministry of Natural Resources and Environment, making efforts from now until early April to be able to use sea sand as a substitute," said Mr. Thang.

After listening to the report, Prime Minister Pham Minh Chinh assessed that Ho Chi Minh City Ring Road 3 is a very important project. Once completed, the project will ensure traffic connecting the Southeast and Southwest regions with the Central Coast and important gateway intersections.

The Prime Minister highly appreciated the progress of the Nhon Trach Bridge construction. The Government leader requested the Ministry of Transport to direct My Thuan PMU to continue to promote and complete the project on April 30, 2025, the 50th anniversary of national reunification. "This is a very meaningful and important milestone for all people of the country," the Prime Minister noted.

The head of the Government also requested that investors coordinate with localities to continue completing site clearance and speed up the construction progress of the Ring Road 3 project.

"Units must identify 2024 as the year of acceleration, 2025 as the year of breakthrough and 2026 as the year of completion," the Prime Minister emphasized.

Component project 1 Construction of Ring Road 3 through Ho Chi Minh City (including Thay Thuoc Canal bridge) under Ho Chi Minh City Ring Road 3 project.

The project has 14 construction packages, including 10 main construction packages and 4 auxiliary packages for operation. Up to now, 4 main construction packages are under construction.

These are construction package 3 (Thu Duc city), construction package 6 (Cu Chi district), construction package 8 (Hoc Mon district), and construction package 9 (Binh Chanh district).

The other 6 main construction packages (1, 2, 4, 5, 7, 10) have had their technical designs approved and are in the process of preparing for construction in February this year.

Mr. Luong Minh Phuc, Director of the HCM City Traffic Construction Investment Project Management Board, said that the city is focusing on speeding up the progress of the entire project.

At the same time, in its hosting role, Ho Chi Minh City also coordinates with Long An, Binh Duong and Dong Nai, creating the premise for the route to be basically opened by 2025.

In 2026, Ring Road 3 through Ho Chi Minh City will be completed and put into synchronous operation.
