Construction at a standstill
Kon Tum City is carrying out a series of key projects such as: flood and landslide prevention embankment project for ethnic minority villages along Dak Bla River; main road project in the west of Kon Tum City; Truong Chinh Street project, Kon Tum City; approach road project to Bridge No. 3 across Dak Bla River... with a total capital of thousands of billions of VND.
The main road project in the west of Kon Tum city is one of the projects facing the most difficulties in site clearance.
All of these projects are being implemented by the Kon Tum Project Management Board for Investment and Construction of Transport, Civil and Industrial Works. However, these projects are currently facing many difficulties because the locality has not yet issued specific land prices to serve the work of preparing compensation and site clearance plans.
Among them, the main road project in the west of Kon Tum City is one of the most difficult projects. The project has a total investment of over 1,492 billion VND, the investment capital comes from the central and local budgets, passing through 3 communes and wards, with more than 500 households affected, the recovered area is up to hundreds of hectares. Up to now, this locality has only cleared nearly 3 km out of a total of 11 km. Due to the lack of land, contractors can only carry out construction at a slow pace. This is also the reason why the project is at risk of being behind schedule and cannot disburse all the capital allocated each year.
Similarly, the No. 3 bridge project across the Dak Bla River connecting Vinh Quang Commune and Nguyen Trai Ward (Kon Tum City) has a total investment of more than 121 billion VND. The bridge started construction in 2019 and was completed in 2021 but cannot be used for traffic because it has to wait for the approach road to the bridge. In parallel with the bridge construction, the approach road project has also been implemented. This project has a total length of about 1.6 km with a total investment of 87 billion VND. The total land area recovered for the project is more than 7 hectares with 101 households and 1 organization, but up to now, some areas have not yet approved the compensation plan. Some households have not received compensation because the compensation price is low and the scope of land exploitation is not unified. Due to the lack of site clearance, the approach road project is still "standing still".
At the project to build embankments to prevent floods and landslides in ethnic minority villages along the Dak Bla River (Kon Tum City), contractors are also unable to mobilize machinery and human resources for construction because the site has not been handed over yet. This project has a total of 229 households with an area of over 18 hectares affected; of which 205 households with 17 hectares have been inventoried. Currently, Kon Tum City People's Committee has approved a compensation plan for 130 households with 23.5 billion VND. To date, only 2.3/4.4 km, equivalent to about 53% of the route length, has been handed over to contractors for construction.
Impact on investment capital disbursement
Mr. Phung Van Long, Deputy Head of Project Management Department, Kon Tum Province's Project Management Board for Investment and Construction of Traffic, Civil and Industrial Works, said that almost all the volume and area of land clearance compensation have been counted, but the projects are still waiting for the locality to issue specific land prices to proceed with compensation and site clearance. This bottleneck, if resolved soon, will remove many difficulties and obstacles in site clearance.
According to Mr. Long, without a site, contractors cannot construct, which means there is no volume and of course will affect the project's progress as well as the disbursement of investment capital.
