On the morning of February 20, in Hanoi, the 3rd Vietnam - Canada Defense Policy Dialogue was held under the chairmanship of Senior Lieutenant General Hoang Xuan Chien and Ms. Stefanie Beck, Deputy Minister of National Defense of Canada.

At the dialogue, Senior Lieutenant General Hoang Xuan Chien emphasized that over the past time, bilateral defense cooperation has continued to be actively implemented by both sides according to signed cooperation documents, especially since the 2nd Defense Policy Dialogue in September 2023, in accordance with the needs and capabilities of each side.
The two sides have achieved concrete results in exchanging delegations at all levels, effectively maintaining dialogue and consultation mechanisms, training cooperation, and United Nations peacekeeping...
In the coming time, based on the signed documents between the two countries' Ministries of Defense, Senior Lieutenant General Hoang Xuan Chien also suggested that the two sides continue to strengthen cooperation and effectively implement a number of key areas, such as: maintaining contact activities, exchanging delegations at all levels, established dialogue and consultation mechanisms, training cooperation, sharing experiences, improving capacity for Vietnam's United Nations peacekeeping force, defense industry, overcoming the consequences of war, border management, etc.

The Vietnamese Ministry of National Defense also supports Canada's desire to join the ADMM+ on the basis of ASEAN consensus.
At the dialogue, the two sides also discussed the world and regional situation and issues of mutual concern. Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations;
Ready to cooperate with countries and international organizations for peace, cooperation and development in the region and the world; persistently struggle to resolve all disputes and disagreements by peaceful means on the basis of international law.
Regarding the East Sea issue, Vietnam's consistent stance is to comply with international customs and laws, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS);
Comply with the Declaration on the Conduct of Parties in the East Sea (DOC), promote early conclusion of negotiations and signing of the Code of Conduct of Parties in the East Sea (COC) in a substantive and effective manner.
Speaking at the dialogue, Ms. Stefanie Beck, Deputy Minister of National Defense of Canada, expressed her joy at returning to Vietnam and thanked the Vietnamese Ministry of National Defense for taking the time to welcome her.
Ms. Stefanie Beck was also impressed by the positive results achieved in defense cooperation between the two countries in recent times. She hoped that in the coming time, the cooperation between the two countries' Defense Ministries would be increasingly promoted on the basis of the contents that have been effectively agreed upon and put into practice.
At the end of the dialogue, the two sides signed the minutes of the 3rd Vietnam - Canada Defense Policy Dialogue.
