Why is it difficult to recruit English teachers for primary and secondary schools?

According to the Ministry of Education and Training, statistics as of January 2024 show that primary and secondary schools lack more than 20,000 teachers in the subjects of information technology, English, fine arts and music. Of which, English is the subject with the largest shortage of teachers.

Also according to the Ministry of Education and Training, in 2020 the Politburo agreed to add 20,300 preschool teacher positions and in 2022, it added 65,980 teacher positions for the period from 2022 to 2026.

In the 2022-2023 school year alone, 27,850 additional public preschool and primary school teacher positions were assigned. After being assigned additional positions, localities have started to organize recruitment.

However, localities have not recruited all the assigned staff. One of the reasons why localities have not recruited all the assigned staff is the lack of recruitment sources, especially for special subjects such as information technology, foreign languages, and arts (music, fine arts).

According to statistics, in 2018-2019 (before the 2019 Education Law took effect), the local demand for college graduates in English, IT, music, and fine arts was 18,581 people.

The total number of students enrolled in the university education system majoring in English, IT, music, and fine arts from 2018 to 2023 is: 23,484. Thus, the number of students receiving university training is relatively large, however, after graduation, these students rarely apply to the education sector to become teachers.

Explaining why there are many students in the above mentioned fields but it is difficult to recruit, the Ministry of Education and Training said that students with university degrees in these subjects have many career options after graduation, and often tend to do other jobs with higher incomes.

Therefore, although the number of university-educated students is relatively large, localities face many difficulties in recruiting university-educated students.

For art subjects, due to the small number of faculties training in art subjects at universities, the number of students graduating each year is not enough to meet the demand for teachers to implement these subjects.

Therefore, the Government has just issued a resolution on the proposal to develop a National Assembly resolution to pilot the recruitment of people with college degrees to teach a number of subjects including English, IT, music, and fine arts according to the 2018 General Education Program.

Expected to recruit 7,200 college-level teachers

According to statistics from 58 provinces and cities, the estimated number of people with college degrees specializing in teaching the subjects proposed in the draft resolution is about 7,200 people.

It is expected that within 4 years (from 2026-2029), about 7,200 college-level teachers after being recruited according to this resolution will participate in training to improve their qualifications with a total estimated cost of about 145 billion VND.

This funding is guaranteed by the local budget according to the provisions of the State Budget Law and other funding sources according to the provisions of the law. The central budget supports localities when the budget has not been balanced to perform this task according to the provisions of the law on the state budget.
