These days, the application of Circular 29 - regulations on extra teaching and learning is receiving great attention from society. Especially those involved at this time such as students, teachers, and parents.

In fact, many teachers have stopped teaching extra classes, waiting for new instructions. Many students have not found suitable places to study extra classes because teachers have stopped teaching. Schools are also encouraging teachers to teach extra classes for free at school, especially for final year students who are studying for exams.

This issue is receiving increasing attention as from tomorrow (February 14), Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning officially takes effect.

In response to many questions about how Ho Chi Minh City will apply Circular 29, on February 13, at a press conference providing the economic and social situation in Ho Chi Minh City, Mr. Ho Tan Minh, Chief of Office of the Ho Chi Minh City Department of Education and Training, gave specific answers.

According to Mr. Minh, Circular 29 will restore fairness to the education sector and education management will also be stricter and more disciplined.

In particular, Circular 29 does not prohibit extra teaching and learning, but puts extra teaching and learning within the framework and in accordance with regulations.

Mr. Minh said: "No one prohibits tutoring, but it must be in accordance with regulations and must be taught in a registered business location. Teachers cannot justify only tutoring 2-3 students or a few groups of students; teaching outside of school must be in accordance with regulations."

At the same time, he affirmed that Circular 29 clearly states the roles and responsibilities of each unit and agency. For teachers, it is not allowed to teach extra classes for money to students who have attended their regular classes. If students attend regular classes, teachers must teach all the content, forming their self-study ability, not leaving out content for extra teaching, or students attending extra classes for tests and exams.

For schools, it is not allowed to teach extra classes for money. Previously, according to Circular 17/2012/TT-BGDDT on extra teaching and learning, schools were allowed to collect money for extra teaching. However, this has raised the issue of teachers not teaching during regular school hours, but instead teaching extra classes. This has reduced the dignity of the education sector.

There are still subjects that need training.

Although there are negative phenomena affecting the integrity of the education sector when teachers teach extra classes, according to Mr. Minh, there are three groups of students that schools must organize training for. These are students who have not met the standards of knowledge and skills, excellent students who need training, and final year students. Ho Chi Minh City will have implementation guidelines and funding to support teachers in training final year students and weak students...

In response to a reporter's question about many primary school teachers taking care of students after school and organizing tutoring while waiting for parents to pick them up. If banned, it would cause difficulties for parents. Mr. Minh said that the circular stipulates that no extra tutoring is organized at primary level, except for classes teaching skills and talents such as learning to play musical instruments, singing, drawing, swimming, practicing beautiful handwriting, sports clubs, and performing arts...

Therefore, for primary school students, studying two sessions at school has taught them knowledge, they should learn skills and talents to develop comprehensively, instead of just focusing on math and Vietnamese.

Mr. Minh shared: "Primary school teachers who do not teach extra classes do not teach the main subjects in class. If they have the ability to organize classes to improve skills and talents for students, no one will prohibit them. Schools should also organize clubs for students to participate in after school hours, making it convenient for parents to pick up their children after work. Many schools have done this effectively."

Currently, the Department of Education and Training of Ho Chi Minh City is sending a document to solicit opinions from departments and branches on the management of extra teaching and learning in Ho Chi Minh City and will soon issue guidelines for schools to implement in the near future.
