Why is it difficult for businesses to recruit unskilled workers?

According to businesses, recruiting unskilled workers in Da Nang is currently facing many difficulties. In addition to changing recruitment policies, businesses also hope that the government will support and have effective policies to attract human resources.

On October 9, the 2024 Business Connection Forum was held in Da Nang, organized by the Management Board of the Da Nang High-Tech Park (CNC) and Industrial Parks (IPs), the Da Nang City Labor Federation and the Labor Newspaper. The forum attracted 350 enterprises, investors and representatives of local departments, agencies and sectors.

At the forum, business representatives shared about the difficulties in the labor recruitment process in recent times.

According to Mr. Okuda Hiroyuki - General Director of Murata Co., Ltd., Hoa Khanh Industrial Park, one of the biggest challenges for businesses today is recruiting unskilled workers.

“Recently, due to the increased production situation, the company needs to recruit more staff to meet the expansion demand and ensure product quality. We hope to receive support from the business community and training organizations to improve human resources in both quantity and quality,” said Mr. Okuda Hiroyuki.

Sharing the same view, Mr. Pham Bac Binh - Chairman of the Association of Small and Medium Enterprises of Da Nang City - acknowledged that businesses in the area are lacking human resources, especially unskilled workers.

“After the COVID-19 pandemic, workers are not interested in returning to businesses and industrial parks. They can find freelance jobs with stable income. This is a problem that businesses and the city government need to consider because without human resources, attracting investment will also be affected,” said Mr. Binh.

Mr. Nguyen Van Phu - Director of Daiwa Vietnam Co., Ltd. - said that since the beginning of the year, the company has needed to recruit 300 workers, but now entering the last quarter of the year, it still has not recruited enough.

Recently, the company has changed many policies in recruitment as well as employment policies to attract employees.

“We simplify the recruitment process, just register your ID card and phone number, the HR department will call to interview and recruit online. The company also implements a policy of choosing flexible working hours to facilitate employees with young children; as well as increasing working hours and reducing rest hours within the scope of the Labor Law so that workers who have worked enough hours during the week can take an extra Saturday off,” said Mr. Phu.

However, according to the Director of Daiwa Company Limited, the single effort from enterprises is not enough because even though Da Nang has advantages in infrastructure and policies, if it cannot ensure human resources, it cannot compete in attracting investment.

“I recommend that the Management Board of CNC Zones and Industrial Parks as well as the city government should have many competitive policies to attract labor from neighboring localities. It is possible to create favorable conditions for workers regarding housing, social security policies such as free medical care, tuition exemptions for children of workers, workers from other provinces…”, Mr. Phu suggested.

According to the Chairman of the Association of Small and Medium Enterprises of Da Nang, the advantage of Da Nang is that it is located next to many localities with abundant labor resources such as Thua Thien Hue, Quang Nam, Quang Binh, Quang Tri... Besides, Da Nang is also a place where many people want to live and work.

“We need to take advantage of this advantage and have appropriate policies to attract human resources from other localities, creating conditions for them to stabilize their lives and work long-term in Da Nang,” said Mr. Binh.
