Implementing the provisions of the Law on Promulgation of Legal Documents and the direction of the Government and the Prime Minister, the Provincial People's Committee has directed the Department of Natural Resources and Environment (TN&MT) to preside over and coordinate with relevant agencies to draft a resolution of the Provincial People's Council on land policies for ethnic minorities living in Ninh Thuan province. Accordingly, the resolution stipulates policies on ensuring land for community activities for ethnic minorities and policies on land support for individuals who are ethnic minorities belonging to poor households and near-poor households in ethnic minority and mountainous areas in the province according to the provisions of Clauses 1, 2 and 3, Article 16 of the 2024 Land Law on the principle that the State provides land support when the locality has land funds; in accordance with customs, practices, beliefs, cultural and ethnic identities; public, transparent; fair treatment among beneficiaries. The Resolution stipulates conditions for support in land allocation for housing, agricultural land, and non-agricultural land other than residential land for production and business; stipulates specific land allocation limits; stipulates specific funding sources for implementation, as well as stipulates regulations on organization of implementation of the Resolution.

Currently, the Department of Natural Resources and Environment has posted the draft resolution on the electronic information portal of the Provincial People's Committee and the Department of Natural Resources and Environment to widely collect opinions from organizations, individuals, and affected subjects; sent documents requesting opinions from departments, branches, localities, and related organizations to collect opinions on the draft resolution. After the Provincial Vietnam Fatherland Front Committee organized a review on August 8, 2024, it sent the draft resolution dossier to the Department of Justice for appraisal. Based on the appraisal opinions of the Department of Justice, the Department of Natural Resources and Environment has studied, absorbed, and completed the draft resolution.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee emphasized that the drafting of a resolution of the Provincial People's Council on land policies for ethnic minorities living in the province will complete the legal basis for land policies for ethnic minorities according to the provisions of the Land Law, resolving existing problems and difficulties related to residential land and production land for ethnic minorities in Ninh Thuan province. He assigned the Department of Natural Resources and Environment to fully absorb the contents and opinions of the meeting, focusing on removing difficulties and obstacles related to implementation costs, methods of implementing review and creating land funds for allocation to ethnic minorities; organizing field surveys in some districts such as Thuan Bac, Bac Ai... to assess whether the problems have been resolved, ensuring the feasibility of the draft resolution after it is issued. On that basis, the Department of Natural Resources and Environment will edit and complete the draft content and submit it to the People's Council meeting as soon as possible.
