According to the Department of Agriculture and Rural Development (DARD), the basis for calculating and developing compensation prices for annual, perennial, and forestry crops when the State reclaims land is calculated by the output value of the harvest according to the highest yield of the crop in the previous 3 consecutive years; production processes, economic and technical norms of some crops prescribed by the Ministry of Agriculture and Rural Development and the Provincial People's Committee. In particular, flowers and ornamental plants grown on the ground are calculated according to the actual unit price at the time of inventory and land recovery. For aquatic animals, compensation prices are calculated based on the investment of breeding households, actual care costs; prices of medicine, food, and costs of dredging ponds and lakes. For terrestrial animals, support for transportation costs will be implemented according to Resolution No. 20/2021/NQ-HDND dated December 11, 2021 of the Provincial People's Council; Livestock that cannot be moved will be considered for compensation according to Clause 4, Article 103 of the 2024 Land Law.
At the meeting, delegates agreed with the content of the drafts; at the same time, proposed that the drafting agency add some new support crops, adjust the support level for terrestrial animals, etc.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to synthesize and select appropriate comments to include in the draft regulations. In particular, it is important to clarify the subjects and applicable content; add more popular and key crops and livestock in localities. Organize inspection and review of fluctuations in market prices of crops and livestock to adjust the prices, ensuring they are close to market prices when the State reclaims land.
* On the same morning, comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to reports and give opinions on the Draft regulations on conditions for land separation and consolidation and the minimum area allowed for land separation in the province.
According to the Department of Natural Resources and Environment, the Draft regulations on conditions for land division, land consolidation and minimum area for land division for some types of land in the province include 11 articles developed under the Decision directly stipulating in Decree No. 154/2020/ND-CP dated December 31, 2020 of the Government and specifying the provisions in Clause 4, Article 220 of the 2024 Land Law. Accordingly, the draft stipulates specifically and in detail the scope of regulation; cases eligible and ineligible for land division and land consolidation for agricultural land, non-agricultural land, residential land, etc. At the meeting, departments, branches and localities participated in giving comments and proposing to clarify a number of issues such as: It is necessary to cite and update relevant decrees and circulars in the legal basis section of the draft regulations; clearly explain a number of contents and terms stated in the draft, etc.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the drafting agency to proactively review and absorb comments and suggestions, supplement and complete the draft in compliance with the authority, form, and procedures prescribed by the 2024 Land Law and other relevant regulations so that when the official decision is issued, it will ensure strictness and consistency in application, in accordance with the practical situation in the province.
