34 houses have been started
According to the District People's Committee, as of March 14, 2025, Tuy Phong district has started construction on 34/234 houses, reaching 14.53% of the plan assigned by the province. Of which, 13/99 new houses were built, reaching 13.13% of the plan (of which, households with meritorious services to the revolution: 3 houses; near-poor households: 8 houses; other disadvantaged households: 2 houses); Repairs: 21/135 houses, reaching 15.56% of the plan (of which, households with meritorious services to the revolution: 10 houses; poor households: 5 houses; near-poor households: 6 houses). Thus, in the district, 13/13 households with meritorious services to the revolution have started construction and repair of houses, ensuring 100% of the plan.

To date, 3 houses have been completed (repaired for households with meritorious services to the revolution); 21 houses were completed in March 2025; 10 newly built houses will be completed before April 30, 2025. Accordingly, the total amount of money advanced to communes and towns is 800 million VND for 13 households with meritorious services to the revolution, reaching 100% of the funding demand from the district's "Repaying gratitude" Fund to support the construction of 3 new houses/300 million VND and repair 10 houses/500 million VND. Before March 20, 2025, the District People's Committee allocated funds to communes and towns as investors to support poor and near-poor households that meet legal conditions on land, with the total proposed funding for the first phase being 3.3 billion VND. Of which, 22 new houses were built/1.32 billion VND (poor households: 5 households/300 million VND, near-poor households: 17 households/1.02 billion VND); 66 houses were repaired/1.98 billion VND (poor households: 31 households/930 million VND, near-poor households: 35 households/1.05 billion VND). In particular, during the process of building and repairing houses, Binh Thanh commune mobilized militia and military forces... to participate in supporting working days to organize the construction of new houses for the disadvantaged (about 26 working days).
Solve each specific case
However, the progress of the project is still slow compared to the plan, some cases are still entangled in legal issues regarding residential land. According to Chairman of the District People's Committee Nguyen Trung Truc, after reviewing, for cases with legal issues, the District People's Committee has assigned Chairmen of the People's Committees of communes and towns to proactively coordinate with the Tuy Phong Land Registration Office Branch, the Department of Agriculture and Environment, the Department of Economy, Infrastructure and Urban Areas to continue reviewing households that do not meet the legal conditions for residential land, support the completion of documents and procedures related to land, and grant construction permits in accordance with regulations, in order to ensure strict legality. In particular, it is required to report specifically on the types of documents and procedures for granting land use right certificates; What kind of documents are missing, measure and extract the map to see if it is suitable for planning, residential land use plan, urban planning (if in Lien Huong town, Phan Ri Cua town, Vinh Tan commune), new rural planning in the remaining communes... If households do not meet the legal conditions for residential land, they must propose specific solutions for the District People's Committee to consider and direct.
In order to make efforts to implement the project of eliminating temporary and dilapidated houses according to the set schedule, in the coming time, the District People's Committee will continue to organize the dissemination and propaganda of policies on eliminating temporary and dilapidated houses for households with meritorious services to the revolution, poor households, near-poor households, and other disadvantaged households. Focus on directing resolutely, mobilizing the entire political system to participate, thereby mobilizing subjects with legal conditions to organize the groundbreaking of new construction and repair of houses, ensuring compliance with the assigned plan.
“In addition, we will review households that do not meet the legal conditions for residential land and complete their records. Procedures related to land and construction permits must be in accordance with regulations. Thereby, we will determine which cases meet the legal conditions for residential land and continue to implement them; which cases do not meet the legal conditions for residential land and summarize and report to competent authorities for consideration and decision. In addition, we need to strengthen the inspection and supervision of implementation, ensuring that the policy reaches each household with housing difficulties who is eligible for support; avoiding loss and negativity, ensuring that after construction and repair, there will be quality housing,” Mr. Truc added.
At a recent online meeting of the Standing Committee of the Steering Committee for the elimination of temporary and dilapidated houses in the province, Secretary of the Provincial Party Committee Nguyen Hoai Anh requested the Standing Committee of the District Steering Committee to focus on completing the allocation of support funds to households before March 22, 2025; direct coordination with households to speed up the progress of construction, focusing on households with meritorious services to ensure the progress of completing new construction and repairs before April 30, 2025...
