The survey delegation included representatives of the Provincial Party Committee Office Liaison Committee during the resistance war against the US; leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Party Committee Office, the Department of Culture, Sports and Tourism, the Department of Agriculture and Environment, the Department of Construction, the Board of Directors of Binh Thuan Museum, and the Standing Committees of Tanh Linh and Ham Tan District Party Committees.

The delegation conducted a survey at sub-region 368, Song Dinh Forestry Farm in Duc Thuan commune, Tanh Linh district. This was the first base of the Binh Tuy Provincial Party Committee during the resistance war against the US, since the establishment of Binh Tuy province in August 1968 and was the base where the first Congress to establish the Provisional Revolutionary Committee of Binh Tuy province took place in August 1969. This was an event of important political significance to the revolution and was the base with the longest stay from August 1968 to November 1969.

Song Phan Base - where Binh Tuy Provincial Party Committee stood from August 1968 to November 1969, is currently located in Duc Thuan Commune, Tanh Linh District. This area is currently a primeval forest with flat terrain on both banks of the upper Phan River at the foot of Ong Mountain. Within a radius of 1km - 2km from the Provincial Party Committee office, to the South and West are the military bases of agencies such as: Provincial Military Command, Finance Department, Civil Medicine Department, Military School, Logistics, Corridor Department... Currently, Song Phan Base is located about 300m from National Highway 55. This place has convenient traffic connecting the center of Tanh Linh district with National Highway 1A, which is a favorable condition for the construction of the Resistance Historical Relic Site.


After surveying the location, the working group agreed to propose that the Standing Committee of the Provincial Party Committee build a memorial stele for the Binh Tuy Provincial Party Committee base during the resistance war against the US at the combat bunker whose location and coordinates the group had determined. The Forest Protection Department under the Department of Agriculture and Environment will develop a map of the location of the planned Binh Tuy Provincial Party Committee base during the resistance war against the US to submit to the Standing Committee of the Provincial Party Committee for comments.
