On February 14, 2025, the Politburo and the Secretariat issued Conclusion 126-KL/TW on a number of contents to continue to arrange and streamline the organizational apparatus of the political system in 2025, study the arrangement of not organizing intermediate administrative activities (districts, towns); continue to arrange the commune level in accordance with the new organizational model; merge a number of provincial-level administrative units. On February 28, 2025, the Politburo and the Secretariat continued to issue Conclusion 127-KL/TW on implementing research and proposing to continue to arrange the organizational apparatus of the political system with the policy of merging provinces and communes and no longer having district levels.
After the conclusions of the Politburo, the Secretariat, and the Standing Committee of the City Party Committee deployed plans for implementation. The Standing Committee assigned the City Party Committee's Organization Committee to review the situation of staffing, cadres, civil servants, public employees, and workers (CBCCVC-NLĐ) at the district and commune levels in the entire City Party Committee; coordinate with Party committees, Party organizations, and relevant agencies to develop projects on the arrangement and assignment of the CBCCVC-NLĐ team when implementing the model of not organizing at the district level, merging administrative units at the commune level.
A civil servant working at the Phu Loc District Public Administration Center shared: "The agency is a place where I have worked for nearly 20 years, with many memories. After the policy of abolishing district-level activities, I was a bit worried at first; but I quickly stabilized my thoughts. During this time, after work, I still try to stay at the agency to handle work, not leaving it until tomorrow, with the goal of achieving the highest efficiency."
Another official working at the Quang Dien District Party Committee Office said that at first, my colleagues and I were a bit surprised and worried about our work after the district level ceased to operate. Having been thoroughly informed by the District Party Committee leaders, as well as having grasped the policies and directions from the Central Government and Hue City, the officials determined that this was a major policy of the Party and the State. As state officials, we must be ready to be pioneers in implementing the requirements. We ourselves also determined that we must continue to improve our expertise and professionalism to be able to participate in new job positions when we are assigned and organized by the organization in the future.
In Plan 251-KH/TU, dated March 4, 2025 on implementing Conclusion No. 127-KL/TW, the Standing Committee of the City Party Committee requested district party committees, town party committees, county party committees, party committees directly under the City Party Committee, especially the heads, to direct and thoroughly grasp the Party committees and party organizations at all levels to maintain ideological stability among Party members, civil servants, public employees and workers; strictly comply with discipline, administrative discipline, and working regulations to strengthen state management activities, promote socio-economic development, ensure good performance of political tasks, and absolutely not be subjective, negligent, or lax in assigned tasks.
Guarantee of rights
An officer of the Phu Xuan District Land Fund Development Center shared that he previously worked at the People's Committee of Hue City (old), and has just received a new assignment in Phu Xuan District for a while. When the district level no longer exists, I hope to be assigned a job that suits my expertise and capacity.
Mr. Hoang Tan Ninh, Vice Chairman of Phu Xuan District People's Committee, said that the district leaders always remind the officers and civil servants in the district that even if they have one day left, they must still work to the best of their ability to best serve the people, organizations and businesses. The district leaders will try their best to ensure the rights and reasonable jobs for the officers when arranging and assigning when there are no district-level activities and merging commune-level units.
The arrangement and streamlining of the apparatus according to Resolution 18-NQ/TW is a solution to remove institutional “bottlenecks” to further develop the country. Regarding human resources, it requires cadres to make more efforts, improve themselves, and enhance their expertise to meet new tasks. This is also a time to challenge and test the capacity of each cadre. Therefore, each cadre needs to train their mettle and will in the face of changes, and improve themselves to meet increasingly higher job requirements.
Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee, Mr. Hoang Khanh Hung said: Currently, the city is compiling and researching plans to arrange and reorganize ministries, ensuring rights, objectivity and democracy. The implementation process is carried out in accordance with procedures, reasonable arrangements, right people, right jobs, avoiding "brain drain". At the same time, continue to thoroughly grasp and create high unity in awareness and responsibility of the entire political system; do better propaganda work, orient ideology and public opinion, create consensus among party members, civil servants and people of all walks of life on the arrangement and streamlining of the apparatus.
The Standing Committee of the Hue City Party Committee requested the Organizing Committee of the City Party Committee and related units to basically complete the draft projects on rearranging cadres, merging commune and ward-level units, and not organizing district-level activities before April 7, 2025. |
