Speaking at the opening of the Conference, General Secretary To Lam said that at this Conference, the Central Committee will discuss and give opinions on 15 contents, focusing on two main groups of issues.
One is the group of issues on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize two-level local governments.
The second is the group of issues on continuing to prepare for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Also at this conference, the Politburo will report to the Central Committee for consideration and decision on a number of personnel work contents according to its authority, report to the Central Committee on the situation of the country, the world and the region; important tasks of the Politburo and the Secretariat that have been resolved since the 10th Central Conference to date and topics on institutional improvement and breakthroughs in science and technology development, innovation and national digital transformation.
