The province focuses on stimulating breakthrough growth in the second and third quarters, proactively proposing key and breakthrough tasks and solutions to promote economic growth and accelerate disbursement of public investment capital, contributing to achieving the overall growth target of the country.
In the 2025 growth scenario, Dong Thap strives for a GRDP growth rate of 8.18% in 2025, based on the complementary and sustainable development of the three economic sectors. The agriculture - forestry - fishery sector strives to reach 4%, playing the role of a stable foundation, supporting raw materials for the remaining two sectors. The industrial - construction sector plays the leading role in leading growth, striving to achieve a growth rate of 12.2% in 2025 (industry increases by 11.5%, construction increases by 15.5%), focusing on promoting the processing industry according to the value chain, taking advantage of resources from agriculture to increase added value. The trade - service sector strives to grow by 9.27%, playing a connecting role, promoting the consumption of agricultural and industrial products, and at the same time creating a driving force for overall economic growth.
Accordingly, the most important task and solution is to rectify discipline, administrative discipline, and enhance responsibility in handling work. All levels and sectors thoroughly grasp and seriously implement the Government's guiding viewpoints on work and direction in 2025; closely follow reality, promptly respond to arising issues in the spirit of "dare to think, dare to do, dare to break through for the common good", "say and do, commit to do; do, do and do must be effective"; encourage the participation of people and businesses in supervision during the implementation process.
All levels and sectors effectively implement the Action Program of the Provincial People's Committee to carry out the socio-economic development tasks and the state budget estimate for 2025; the Action Commitment for 2025; organize periodic assessments every month, quarter, 6 months, 9 months to ensure that commitments, targets, and projects are implemented on schedule and effectively. At the same time, organize reviews and assign the implementation of key tasks of sectors and localities according to the motto "5 clear": Clear people, clear work, clear progress, clear results, clear responsibilities; handle work thoroughly, in accordance with working regulations, ensure no delays and meet general requirements; be proactive in coordinating with relevant agencies and units when handling work, ensuring progress, avoiding delays and prolongation; strengthen inspection, work, and handling work at the grassroots level; Use electronic work management system to monitor, report progress and store results; handle responsibility for individuals and organizations in case of late or unsatisfactory performance.
Each sector and each locality shall base on the growth scenario of the province to develop scenarios for implementing economic indicators by month and quarter; identify groups of work that can create breakthroughs and positive changes during the year, focus on removing existing bottlenecks and limitations; promote potentials and advantages, create new values in the sectors and fields under their management; develop contingency plans to respond to unexpected fluctuations in the economy, society or natural disasters and epidemics; promote research and application of innovative solutions and new technologies to improve the effectiveness of management and socio-economic development.
The Provincial People's Committee assigned the Economic Zone Management Board and the Department of Finance to study and propose policies to attract investment development in the area, including: regulations on preferential land rent exemption for each area and sector for projects using land for production and business purposes in investment incentive sectors or in investment incentive areas in the province; regulations on investment support from the local budget to build technical infrastructure inside and outside industrial clusters in the area; investment support to build infrastructure in industrial parks.
Provincial departments, branches, the Center for Trade, Tourism and Investment Promotion and People's Committees of districts and cities, synchronously deploy investment attraction solutions, striving to attract 24 new investment projects in 2025, prioritizing key projects to create momentum for socio-economic development; focusing on attracting investment in cargo warehouse projects, commercial infrastructure, logistics and potential fields such as: processing industry, renewable energy, projects with high science and technology content. At the same time, promote investment opportunities, improve the business environment, prepare clean land funds and appropriate incentive policies to attract domestic and foreign investors.
The province focuses on removing bottlenecks in attracting private investment capital. Accordingly, it will increase the attraction of new large-scale investment projects, especially projects over VND500 billion directly directed and managed by the province, in which Cao Lanh City and Sa Dec City are pioneers; promote investment promotion with focus, prepare full information to introduce the whole to investors, and at the same time remove bottlenecks in clean land funds; inspect and evaluate projects that have investment decisions or policies but are slow to implement, speed up the implementation progress, tighten discipline to prevent waste, especially land resources...
