First-time recruitment incentive policies
Excellent students and talented young scientists, when recruited as civil servants and public employees, in addition to receiving 100% of their salary during the probationary period, will also receive an additional allowance of 150% of their salary according to the current salary coefficient within 5 years from the date of recruitment. Accordingly, the basic salary (excluding the 25% public service allowance for civil servants, allowances according to industry and field, if any) for those with a university degree will receive a salary of 13,700,000 VND/month; those with a master's degree will receive a salary of 15,620,000 VND/month; those with a doctoral degree will receive a salary of 17,550,000 VND/month. For experts, managers, business administrators, and leading scientists who are Vietnamese when recruited as civil servants and public employees appointed, ranked in salary scale, professional title corresponding to the assigned job position (including main specialist, senior specialist and equivalent) and enjoy an additional allowance equal to 300% of the current salary. Accordingly, the lowest basic salary (excluding 25% public service allowance for civil servants, allowances according to industry and field, if any) for the case of being appointed as main specialist or equivalent is 41,184,000 VND/month. The case of being appointed as senior specialist or equivalent is 58,032,000 VND/month. In case of experts, managers, business administrators, leading scientists who are Vietnamese or foreigners and sign labor contracts, the head of ministries, branches, central and local agencies is allowed to decide on the remuneration level. This is done on the basis of job requirements, capacity, contributions of experts, leading scientists and funding sources to implement policies for talented people of ministries, branches, central and local agencies. Based on the ability to balance the budget, mobilize resources according to the provisions of law to implement policies for talented people, ministries, branches, central and local agencies are supplemented with other support policies for talented people. In addition, excellent graduates and talented young scientists after recruitment are considered and given priority for planning and appointment to leadership, management or leading expert positions in the fields of work at the central and local levels.
